The measure, were it approved, would bar doctors within city limits from performing abortions after 20 weeks of pregnancy, allowing for few of the exemptions permitted in most late-term abortion bans enacted in other states in recent years. No exceptions are made for victims of rape or incest. The ban could be waived only to save a mother’s life or if continuing her pregnancy risked “substantial and irreversible physical impairment of a major bodily function” for the mother. A record number of city voters were reported to have cast early ballots in the special election. And an unusually high overall turnout was expected due to the controversial nature of the measure, which is believed to be the first proposed abortion restriction to be placed on a municipal ballot in the United States. With results from more than half of the city’s voting centers tabulated, voters appeared on their way toward rejecting the measure, 55 percent to 45 percent, according to figures posted online by the city about 90 minutes after the polls closed. Public opinion polls suggested sentiment had swung against the Albuquerque initiative since early September, when 54 percent of city voters said they backed the proposal. Abortion rights advocates had vowed to challenge the measure in court should it pass. The U.S. Supreme Court legalized abortion nationwide in 1973, but ruled that unless the mother’s health were at risk, states could place restrictions on abortion at the point when a fetus could potentially survive outside the womb, generally seen as starting at 22 to 24 weeks of gestation. A full-term pregnancy typically is about 40 weeks, and abortions after 20 weeks are rare. Still, abortion opponents have pushed the boundaries of the landmark Roe v. Wade decision in recent years by seeking to curtail abortions at earlier stages of pregnancy. The Albuquerque measure was patterned after restrictions enacted by a dozen states based on hotly debated medical research suggesting a fetus feels pain starting at 20 weeks of gestation. Two of those states, North Dakota and Arkansas, went further by also recently banning abortion as early as six and 12 weeks, respectively. Those more restrictive bans have been put on hold by courts. Courts have likewise blocked 20-week abortion bans in Arizona, Georgia and Idaho. Albuquerque is home to two of the few facilities in the region that perform late-term abortions – the Southwestern Women’s Options clinic and the University of New Mexico Center for Reproductive Health. Their existence has led abortion foes to refer to Albuquerque as the “late-term abortion capital of the country” and to target the city for the municipal ban, said Elisa Martinez, executive director of the group Protect ABQ Women and Children, which supports the measure. Julianna Koob, legislative advocate for Planned Parenthood of New Mexico, agreed that the two clinics had drawn patients from around the region because “access has been so severely impacted in other cities.” The state attorney general, Gary King, has called the proposed measure “unconstitutional and unenforceable.” Antoinette Sedillo Lopez, a law professor at the University of New Mexico, said abortion regulations as allowed under Roe v. Wade were regarded as a matter for the states, not local governments, to decide. But the people behind Woof and Brew are not barking mad, they have set their sights on a piece of the lucrative pet food market which is worth £2.7 billion a year in the UK alone. And behind the fun idea of herbals tea bags for dogs there is a serious message that the drinks contain anti-oxidants, vitamins and minerals designed to keep pets in the peak of health. Having sampled a glass of Posh Pooch – which gives your dog substance and style – I can assure readers that it tastes perfectly pleasant to humans too. It contains devil’s claw, skullcap, astragalus, lime flowers, orange flowers, lavender and rose petals and tastes not unlike a cup of camomile. I did not sample Ha-Pee Lawns, which is designed to prevent urine burns in your grass. Woof and Brew was set up by Steve Bennett, whose job title is sales dog, Lisa Morton, whose title is brand bitch, Nick Gandon and Tony Kinch. Steve, who had previously worked for a tea shop, made the jump between the health-giving effects of herbal teas on humans to the potential for dogs. The drinks are sourced from a top tea firm and use high-quality herbal ingredients which are left intact for maximum benefit and are not ground up in the way some herbal teas for humans are. They also have biodegradable bags. Lisa said: “We launched at Crufts in March this year to see how it would be received and it went down pretty well and it has just gone on from there. “As well as an impressive response from the UK market we also now have stockists in Holland, Jersey, Singapore and have supplied to America, Spain and Germany and have had inquiries from Canada, Australia and Japan.” The firm, at The Dog House, Free Church Passage, launched with five products for adult dogs, senior dogs, skin and coat, performance and fresh breath and has since added Posh Pooch and Ha-Pee Lawns. The 1.6 million US smartphone owners who had their handset stolen last year may think that a 'kill switch' feature to disable the phone would be a good deterrent, but carriers reportedly don't agree. Major carriers AT&T, Verizon, Sprint and T-Mobile are said to have rejected anti-theft software in Samsung smartphones sold in the US, according to a New York Times report today. The reason? Carriers are more concerned about profiting from the insurance programs bundled with high-end phones, suggested San Francisco's District Attorney George Gascón. 'Corporate profits cannot be allowed to guide decisions that have life-or-death consequences,' Gascón told the Times after reviewing emails between a Samsung executive and a software developer. 'This solution has the potential to safeguard Samsung customers, but these emails suggest the carriers rejected it so they can continue to make money hand over fist on insurance premiums.' A no way from the CTIA The CTIA, the industry trade group that represents wireless carriers, didn't address the accusation that networks are opposed to a kill switch for profits. Instead, it pointed out to the Times its concerns with such an anti-theft feature, like the fact that it could be hijacked by hackers who could use the security measure against officials in the Department of Defense and law enforcement. Alternate solutions brought up by the CTIA included having carriers and law enforcement continue to work on a stolen phone database. 'One of the components of the efforts was to create an integrated database designed to prevent stolen phones from being reactivated,' said the CTIA in a statement sent to TechRadar. A debased database The CTIA acknowledged that this database isn't as far reaching as a 'kill switch' could be, especially outside of the US, but it's confident in solving that problem. 'As more countries and more carriers around the world participate in the database, criminals will have fewer outlets for their stolen devices,' it said in its statement. 'We're pleased the carriers met all of the deadlines so far, and are on track to meet the final one to integrate the 4G/LTE databases by November 30, 2013.' Consumer obligation Still, a lot of the onus seems to fall on consumers, whether it's reporting the phone as stolen or downloading anti-theft apps to begin with. Google's Android Device Manager app, for example, isn't pre-loaded onto its phones and neither is Apple's similarly merely 'suggested' Find My iPhone app. The Touch ID fingerprint sensor in the new iPhone 5S is one hardware solution to this software blockade. However, networks would probably love consumers to pony up for their protection plans like the overpriced AT&T Next and Verizon Edge upgrade programs. </div>

To that end, Google has an extremely strong interest in keeping tabs on what users are up to online so that they can serve up targeted ads and keep that money train rolling. Google's zeal in keeping up with user browsing habits backfired when a February 2012 report in the Wall Street Journal detailed how Google was skirting around a private web browsing setting in Safari. The report explained how Google was using specialized code that worked to keep track of a user's web activity even when privacy settings to block such tracking were enabled. The code in question affected both the desktop and mobile versions of Safari. Notably, no other web browsers were affected. With that quick refresher now out of the way, Macworld is reporting that Google yesterday reached a $17 million settlement deal with the District of Columbia and 37 other states over the privacy misstep which Google claimed was more of an accident than anything else. In a press release announcing the settlement deal, New York Attorney General Eric T. Schneiderman said: Consumers should be able to know whether there are other eyes surfing the web with them. By tracking millions of people without their knowledge, Google violated not only their privacy, but also their trust. In addition to forking over $17 million, Google also agreed to the following terms: Not deploy the type of code used in this case to override a browser's cookie blocking settings without the consumer's consent unless it is necessary to do so in order to detect, prevent or otherwise address fraud, security or technical issues. Not misrepresent or omit material information to consumers about how they can use any particular Google product, service, or tool to directly manage how Google serves advertisements to their browsers. Improve the information it gives consumers regarding cookies, their purpose, and how the cookies are managed by consumers using Google's products or services and tools. Maintain systems designed to ensure the expiration of the third-party cookies set on Safari Web browsers while their default settings had been circumvented. Further, Macworld relayed a statement from Google via email about the settlement. It reads: 'We work hard to get privacy right at Google and have taken steps to remove the ad cookies, which collected no personal information, from Apple's browsers.' Lastly, it's worth noting that Google already paid out $22.5 million to the Federal Trade Commission for its little Safari adventure. </div>

Zhou Xiaochuan, head of the People's Bank of China, said in a book about the reforms published on Tuesday that China will gradually expand the yuan's foreign exchange trading band to make the currency more flexible and market-driven. While that does not necessarily mean that China will move the trading band overnight, traders could rush to buy the yuan in advance. The yuan's one-year non-deliverable forward spiked on the news. 'In the past, a rise in the yuan tends to lift Asian currencies. We could see Asian currencies, including the yen, gaining,' said Daisuke Uno, chief strategist at Sumitomo Mitsui Banking Corp. The PBOC news also pushed the dollar lower on Tuesday against the euro on the view that China will reduce currency intervention and buy fewer dollars in future. Gascon, New York Attorney General Eric Schneiderman and other law enforcement officials have been demanding that manufacturers create kill switches to combat surging smartphone theft across the country. Almost 1 in 3 U.S. robberies involve phone theft, according to the Federal Communications Commission. Lost and stolen mobile devices - mostly smartphones - cost consumers more than $30 billion last year, according to a study cited by Schneiderman in June. Samsung officials told the San Francisco district attorney's office in July that carriers were resisting kill switches, and prosecutors have recently reviewed emails between a senior vice president at Samsung and a software developer about the issue. One email in August said Samsung had pre-installed kill switch software in some smartphones ready for shipment, but carriers ordered their removal as a standard feature. 'These emails suggest that the carriers are rejecting a technological solution so they can continue to shake down their customers for billions of dollars in (theft) insurance premiums,' Gascon said. 'I'm incensed. ... This is a solution that has the potential to end the victimization of their customers.' Samsung said it is cooperating with Gascon, Schneiderman and the carriers on an anti-theft solution but declined to comment specifically about the emails. 'We are working with the leaders of the Secure Our Smartphones (SOS) Initiative to incorporate the perspective of law enforcement agencies,' said Samsung spokeswoman Jessica Redman. 'We will continue to work with them and our wireless carrier partners toward our common goal of stopping smartphone theft.' Although the popular Samsung Galaxy smartphones are shipped across the country without LoJack as a standard feature, users can pay a subscription fee for the service. CTIA-The Wireless Association, a trade group for wireless providers, said it has been working with the FCC, law enforcement agencies and elected officials on a national stolen phone database scheduled to launch Nov. 30. The CTIA says a permanent kill switch has serious risks, including potential vulnerability to hackers who could disable mobile devices and lock out not only individuals' phones but also phones used by entities such as the Department of Defense, Homeland Security and law enforcement agencies. 'The problem is how to you trigger a kill switch in a secure manner and not be compromised by a third party and be subjected to hacking,' said James Moran, a security adviser with the GSMA, a United Kingdom wireless trade group that has overseen a global stolen mobile phone database and is helping to create the U.S. version. Last year, about 121 million smartphones were sold in the U.S., according to International Data Corp., a Massachusetts-based researcher. About 725 million smartphones were sold worldwide, accounting for $281 billion in sales, IDC said. Samsung Electronics Co., with its popular Galaxy S4 smartphone, shipped 81 million phones - more than the next four manufacturers combined - during the most recent sales quarter for a market share of 31 percent, IDC reported in October. Apple Inc. shipped 34 million iPhones for a market share of 13 percent. ( Also see: Android's smartphone marketshare rises to nearly 80 percent: IDC) In June, Gascon and Schneiderman held a 'Smartphone Summit' in New York City to call on representatives from smartphone makers Apple, Samsung, Google Inc. and Microsoft Corp. to adopt kill switches that would be free to consumers. That week, Apple said such a feature, an 'activation lock,' would be part of its iOS 7 software that was eventually released this fall. The new activation lock feature is designed to prevent thieves from turning off the Find My iPhone application, which allows owners to track their phone on a map, remotely lock the device and delete its data. The activation lock requires someone to know the user's Apple ID and password to reactivate a phone, even after all the data on the device is erased. In July, prosecutors brought federal and state security experts to San Francisco to test Apple's iPhone 5 with its activation lock and Samsung's Galaxy S4 with LoJack. Treating the phones as if they were stolen, experts tried to circumvent their anti-theft features to evaluate their effectiveness, and that work is continuing. One Silicon Valley technology security expert said he thinks Apple's activation lock is the first kill switch that meets law enforcement's desire to protect iPhone users and other smartphone manufacturers should follow suit. 'Thieves cannot do anything with the device unless they have the user's ID, which they don't,' said Ojas Rege, vice president of strategy at Mobile Iron, a technology software security company in Mountain View, Calif. 'The activation lock addresses this issue without the carriers having to do anything,' Rege said, adding that he does not believe resistance to implementing kill switch technology is fueled by profits. 'That is not the number one priority for manufacturers. They're driven by creating the next great feature for their smartphones,' he said. </div>

The maker of the iconic 911 sports car is accelerating expansion beyond its traditional niche with the new Macan, which debuts today at the Los Angeles Auto Show. Vying with the Range Rover Evoque for wealthy suburban moms, the compact model will probably become Porsche's best seller by 2015 as SUVs account for a majority of the brand's sales, according to estimates from IHS Automotive. To lure drivers seeking a more practical vehicle, Porsche is outfitting the Macan with features like an electronic trunk hatch and as much as 1,500 liters (53 cubic feet) of cargo space. The model, which goes on sale April 5 in Germany, has a starting price of 57,930 euros ($78,190) for the 340-horsepower Macan S version, 24 percent cheaper than a comparably equipped Porsche Cayenne SUV. 'One doesn't need sports cars to be premium,' said Arndt Ellinghorst, an analyst with International Strategy & Investment Group in London. 'There will always be the 911, but the growth is happening elsewhere.' The goal is to boost Porsche's total deliveries by 38 percent to more than 200,000 vehicles in the coming years. The Stuttgart, Germany-based carmaker's growth and outsized profits are a key part of parent Volkswagen AG (VOW)'s effort to overtake and Toyota Motor Corp. (7203) as the world's largest carmaker by 2018. 911 Slump The shift into pragmatic vehicles for suburban shopping trips is a reaction to volatile sports-car demand. Sales of the 911, the brand's flagship, tumbled after the financial crunch and have yet to recover to pre-crisis levels, according to figures from industry consultancy IHS. 'Porsche has the potential to move into a somewhat lower-priced segment, but it has to be careful to not overdo it,' said Stefan Bratzel, director of the Center of Automotive Management at the University of Applied Sciences in Bergisch Gladbach, Germany. Porsche's expansion will add pressure on Tata Motors Ltd. (TTMT)'s Land Rover. The upscale SUV brand, which already competes with the Cayenne, entered the compact SUV market in 2011 with the aggressively styled Evoque, helping to spur record sales. The base version is 34 centimeters shorter than the Macan and starts at 33,400 euros in Germany. SUV demand continues to grow around the world, especially in China where street racers are less popular. In Europe, the Macan is seen as an option for everyday use in crowded streets. Around Town 'I'm waiting for the Macan,' said Andreas Bauer, 50, who runs a heating company outside Frankfurt and owns a Cayenne as well as a 911. 'When my wife drives around town with the kids, the Cayenne is a bit too big.' Together with the Cayenne, which is 16.5 centimeters longer than the Macan, SUVs will account for 64 percent of Porsche sales in two years, while the share of sports cars including the Boxster roadster will drop to 24 percent of the brand's deliveries, according to IHS. Sports cars accounted for the majority of Porsche sales before the introduction of the Panamera coupe in 2009. The growth drive has clear benefits for Volkswagen. Porsche accounted for 22 percent of the Wolfsburg, Germany-based company's 8.56 billion euros in operating profit in the first nine months, even though it sold just 1.6 percent of the group's vehicles. A push for volume will be forgiven if the company stays true to its sports-car heritage. Macan Performance 'As long as it allows them to continue producing the Porsches we really love, it can only be a good thing,' said Ian Fletcher, a London-based analyst with IHS Automotive. Porsche hasn't neglected performance when designing the Macan, whose name stems from an Indonesian term for tiger. The 79,826-euro Turbo variant accelerates to 100 kilometers (62 miles) per hour in as little as 4.6 seconds, beating the base version of the 911 and the top-of-the-line Cayenne Turbo S. Porsche invested 500 million euros to add an assembly line for the Macan at a factory in the eastern German city of Leipzig. The plant has a capacity to make 50,000 cars a year, equivalent to a quarter of the brand's sales goal. Executives shrug off concerns the SUV will water down the carmaker's image. When the Cayenne was introduced in 2002, 'there were calls back then that Porsche was diluting its profile,' said Siegfried Buelow, head of the Leipzig plant, which also makes the Panamera. 'Today, we work three shifts a day and are struggling to keep up with demand.' Johnson, 29, is 58-45 with a 3.40 ERA in parts of nine seasons with the Miami Marlins and Toronto Blue Jays. He went 2-8 with a 6.20 ERA in a disappointing, injury-plagued 2013 season with Toronto, and had been looking for a short-term deal to re-establish himself before going back on the open market next winter. Johnson did not receive a qualifying offer from Toronto, so the Padres will not have to give up a draft pick in exchange for signing him. The San Francisco Giants, Pittsburgh Pirates and Kansas City Royals are among the other big league teams that expressed interest in Johnson. One of her major concerns was that her father's name had become associated more with a corporate identity than with the man himself. She also played a key role in the completion of the Frank Gehry-designed Walt Disney Concert Hall in Los Angeles, a project started with a $50 million gift from her mother. In 1997, she bucked project leaders like Richard Riordan, the mayor at the time, and billionaire Eli Broad, who said Gehry's firm lacked the experience to execute the plans for the building's unusual curved polished steel design. At a crucial point, Miller threatened to withhold the roughly $20 million remaining of her mother's gift if Gehry was not kept on. 'I wanted something that would bear my father's name, that would come from his wealth but not be commercial,' Miller told the Los Angeles Times in September. 'I think we achieved that.' Miller's younger sister, Sharon, died of cancer in 1993. <h2>From the bored to the astonished, see who was the most fun to watch</h2> <div class="body"> Thankfully, David Blaine: Real or Magic, the latest TV special from the magician and endurance artist, stayed away from entombing, freezing, or electrocuting Blaine in favor of letting him show off his impressive magic skills. Some of Blaine’s audiences were impromptu street crowds, but many were celebrities: their presence both demonstrates the circles he travels in and serves as implicit validation that what we’re seeing isn’t the product of camera trickery — surely Lenny Kravitz and Will Arnett have better things to do with their time than serve as David Blaine’s stooges? The parade of stars is one of the best things about the special: they made it feel like a variety show where famous people come on to demonstrate their talent at gaping wide-eyed. Without spoiling the impressive feats Blaine pulled off with decks of cards and ice picks, we ranked the entertainment value of twenty of the celebrities who appeared in Real or Magic, from lowest to highest. I know…You are saying to yourselves… “Gee, how do you know this?  Did you have a poll conducted by the polling agency called, Me, Myself, and I?” Not at all…I used a polling firm far more accurate than Gallup.  Far more in-depth than IPSOS.  And totally more hard to spell than Quinnipiac. Google's New Tools Show How Deep Glass Will Embed in Our Lives

<div xmlns='http://www.w3.org/1999/xhtml'>The promise of wearable computers is that the devices themselves will go away. They'll melt into the background to deliver data as needed, all without your having to fetch or look anything up. Google announced a few new features to its Glass software developers kit on Tuesday that help its face computer both be there and go away. With a few simple third-party apps, the company showed (probably better than ever before) just how Glass will evolve into something that's invisibly integrated into your day-to-day routine. Glass' new GDK - or Glassware development kit - makes it easier for application developers to tap into the hardware, even when its offline, to perform tasks in real-time without having to go back and forth to servers in the cloud. It opens new possibilities for developers to build tools that center around either immersive or ongoing tasks (as opposed to, say, simply notifications about things like new email, or the ability to upload a photo and share it online). Immersive tasks will let you dive into an application on Glass, much as you might on a smartphone, giving it your undivided attention - think gaming, for example. An ongoing task is one where you're swapping back and forth between the app and something you're doing - think cooking. Google showed a few new apps from Strava, AllTheCooks, GolfSight, Word Lens, and Spellista meant to demonstrate how developers can now use Glass to deliver immersive experiences, or enhance ongoing ones. Spellista and Word Lens were immersive apps. The former is a simple letter jumble game and honestly it was ho-hum. Word Lens, however, was pretty amazing. It fires up with a simple voice command, 'Okay, Glass, translate this.' Then you can look at a sign written in a foreign language, and the app will automatically translate the text and overlay it on the display. This happens nearly instantly. It was straight out of the future. But the ongoing tasks were probably even more interesting than the immersive ones. Take the new Strava app for Glass. Strava, a tool for tracking bike rides or runs, is immensely popular with cyclists and gaining ground with runners. But it's the type of app that clearly benefits from not having to pull a phone from a pocket or bag to get an update - you don't want to have to pluck it from a pocket while you're in the bike lane on Market Street. The Glass app lets it deliver real-time updates on speed and distance, and deliver ride segment reports simply by letting you look up. It promises to help you be more situationally aware, more in the moment, while still getting data delivered when you want it. Similarly, GolfSight can let you know where you are on a golf course, how far you are from the green, and what hazards are between you and it without having to dive into a phone. Or take AllTheCooks, which lets you view or record recipes using Glass. One of the other promises Glass has, so far, truly failed to deliver on is the ability to do something else with your hands while still getting data updates from the device. There's been much speculation how Glass may one day be used in the operating room. But AllTheCooks shows how remarkably useful it can be in the kitchen. You can simply play the steps back without taking your attention away from what you're doing. You don't have to worry about greasy fingers on a tablet, or printed page. Meanwhile, filming step-by-step instructions without using your hands promises to be something that all manner of apps will be able to take advantage of. When people have asked me about Glass, I've often tried to explain it by saying, 'it's Google Now for your face,' (a phrase I stole from Metafilter founder Matt Haughey). That's because the Google Now functions - delivering information to you before you ask for it - have been its killer feature, even more than the ability to take photos or videos. The way it can drop an announcement on you based on where and when you are is amazing. But previously I haven't seen third party applications tap into that same functionality. Instead, you get things like breaking news alerts from the New York Times, or notifications about @ replies on Twitter. That's clearly changing now. There's been a huge over-emphasis on what Glass is (aesthetically ugly, of limited utility, socially awkward) rather than what it will be. Today, we got a glimpse of the path it's heading on - maybe our best yet. What's coming is a more technologically robust device that will enhance our situational and possibly even social awareness. Just six minutes into a conversation with Salesforce boss Marc Benioff during the Dreamforce annual conference in San Francisco on Tuesday afternoon, Mayer and Benioff appeared anything but cosy as a group of protesters rose from their seats and chanted at the Yahoo boss in front of a full house at the Moscone Convention Center. The group was protesting against Mayer's role as a director of controversial American supermarket giant Walmart and the company's labour practices. Mayer has previously turned down requests by Walmart employees to meet and discuss the company's policies. Employees are fighting for improved wages and working conditions. Two thirds of Walmart employees reportedly earn less than $US25,000 per year and 60 workers are currently taking legal action against the company after they were fired or disciplined for taking part in activities that brought attention to Walmart's contentious conditions. After the protesters were removed by security, Benioff said: 'If you want to protest, first go outside. That's number one. Number two, it's also better to split up because less people get arrested... I'm just saying. If I were to do it that is how I would do it.' With the conversation experiencing a touch of reality to the common tech term 'disruption', Mayer said that, like Apple hardware, the design of Yahoo products had been a key consideration since the former Googler took over as CEO but that the company had consciously reinvented itself with a focus on mobile platforms. 'We don't think of ourselves as design first, we think of ourselves as mobile first,' Mayer said. 'When you look at what is happening in the mobile trend overall in the industry, it is clear that it is really large enough that you can ride it to reinvention. 'Yahoo, like many companies, has to constantly reinvent itself and the scary part of reinvention is that it happens fastest with platform shift. Salesforce made a platform shift to the cloud and with Yahoo the platform shift was to mobile. 'If you look at what people do on the phone and set aside voice and text, then it is mail, maps, news, weather, stock quotes, games, share photos - the list goes on and on. 'If you list all those things out you are looking at Yahoo products or something that Yahoo has done from the beginning. So it is a little back to the future.' Gates is part of the four-man committee that gave itself a year to find a successor to chief executive officer Steve Ballmer after he announced his plan to retire in August. Sources close to the process have said the search is down to a handful of candidates, but the company itself has been largely silent. 'We've been doing a lot of meetings with both internal and external candidates and we're pleased with the progress,' said Gates at Microsoft's annual shareholder meeting in Bellevue, Washington. 'We're looking at a number of candidates and I'm not going to give a timeline today.' Ballmer said in August he planned to retire within 12 months, and the CEO search committee - headed by lead independent director and former IBM executive John Thompson - tasked itself with finding a replacement by the end of that period. Sources close to the company expect an appointment no later than January. Gates, who in previous years did not address the shareholders' meeting with prepared remarks, went on to describe the challenges of finding the right person to lead Microsoft. 'It's a complex role to fill - a lot of different skills, experience and capabilities that we need,' he said. 'It's a complex global business the new CEO will have to lead. The person has to have a lot of comfort in leading a highly technical organization and have an ability to work with our top technical talent to seize the opportunities.' Gates paused briefly and choked up with emotion after he thanked Ballmer for his work at the company, saying both he and Ballmer have a commitment 'to make sure the next CEO is the right person, for the right time, for the company we both love.' Gates and Ballmer are the only two CEOs in Microsoft's 38-year history. Gates, who co-founded Microsoft with in 1975, then left the stage and sat in the front row of an audience of around 400 people, alongside other members of the board. That was a departure from previous years when he remained onstage and occasionally answered questions. Microsoft has not shed much light on its CEO search, but sources close to the process have told Reuters the company has narrowed its shortlist of candidates to just a handful, including Ford Motor Co chief Alan Mulally and former Nokia CEO Stephen Elop, as well as former Skype CEO and internal candidate , now responsible for Microsoft's business development. Microsoft remains highly profitable and last month beat Wall Street's quarterly profit and revenue forecasts. But the company has come under criticism for missing some of the largest technology shifts in the past few years from Internet search to social networking, and and are now at the vanguard of a mobile computing revolution that is eroding its core PC-based business. Let me shut off the itals lock and recap the 8 biggest moments from the craziest episode of SOA yet. VIDEO | Why Sons of Anarchy Can't Kill Off Tara 1. Jax Kills Galen Instead of turning his longtime Irish nemesis over to CCH Pounder, he shoots him (and a few of his cronies) to death - part one of an elaborate plan to get SAMCRO out of the gun business. 2. Jax Kills ClayPart 2 of said plan involves breaking Clay out of prison (that much we knew about), shooting him in the throat (um, didn't get the memo on that one), shooting him another dozen times in the chest (still surprised) and then zhuzhing the aforementioned crime scene to make it look like Clay killed Galen (it's called killing two birds with one stone, people). Tara Clutches Jax's Hand After watching Jax gun down Clay once and for all - and overhearing his genuine desire to take SAMCRO legit - she grabs hold of his hand before exiting the hangar with Gemma and Nero. Jax later confesses to his estranged wife, 'I understand why you did everything you did. I'm sorry being with me took you to that place.' RELATED | Maggie Siff to Sons of Anarchy Fans: Don't Give Up on Jax and Tara 4. Bobby Is Shot Clay's prison break was not without its hiccups. For one, Bobby was shot multiple times by a sheriff's deputy while fleeing the scene (said sheriff's deputy was promptly run over and killed by Juice). Jax reluctantly reaches out to Tara (via Gemma) to work her doctor magic, leading to the episode's best line: 'So, what we just pretend nothing happened and I'm mob doctor again?!' 5. CCH Pounder Is Pissed Jax promised her Galen and his gun empire on a silver platter. Instead she got a 'stack of dead bodies.' As a result, the screwed-over DA decides to take Tara up on her offer to turn on SAMCRO in exchange for immunity and protection for her and her children. Tara - fresh off of touching Jax's hand - is in a less-desperate place now. But she's not opposed to it.She asks for 24 hours. Just enough time for her to... 6. ... Save Bobby... ... and collect a key piece of evidence in the process. Tara discretely pockets one of the bullets she removed from his chest - a bullet belonging to the now-dead sheriff's deputy. A bullet that would put SAMCRO at the scene of the crime. A bullet that could be her ticket to a new life. What will she do?! 7. Wayne Tells Gemma He Loves Her 'I'm in love with you,' he quickly clarifies, rendering Gemma speechless. 8. Gemma Proposes to Nero Sort of. The missing “back-end” technology may not be ready until mid-January, Henry Chao, deputy chief information officer for Centers for Medicare and Medicaid Services, told a House of Representatives oversight subcommittee. If the business functions are not in place on time, it could create havoc with a system through which billions of dollars in federal tax money will flow to subsidize coverage for consumers who otherwise could not afford it, insurance industry officials said. The first payments are due in mid- to late January. The disclosure added to an atmosphere of uncertainty that has engulfed President Barack Obama’s signature domestic policy achievement since HealthCare.gov crashed soon after its October 1 launch. The absence of the back-end technology behind healthcare marketplaces that have sprung up in all 50 states and the District of Columbia does not prevent consumers from enrolling for coverage through market portals such as HealthCare.gov. Administration officials said the technology was set aside in the run-up to Obamacare’s October 1 rollout, so that CMS could concentrate on the consumer features of the troubled federal website, HealthCare.gov. Obama’s Patient Protection and Affordable Care Act requires most Americans to be at least enrolled in health coverage by March 31 or pay a penalty. CMS spokeswoman Julie Bataille told reporters that technology for those functions would not be needed until January. “The back-end financial management systems are something that we do not believe are essential until 2014 and we’ll roll those out in those timeframes,” Bataille said on a conference call with reporters. But a program needed to confirm the identities, subsidy levels and coverage choices of individual plan enrollees would have to be in place in December, if coverage is to begin on time on January 1, said an insurance industry official who asked not to be named. A CMS official warned as early as July that the financial management project was short staffed, weeks behind schedule and the target of a bureaucratic tug-of-war over resources and priorities, according to internal CMS emails. “The upshot is that the (financial management) build appears to be way off track and getting worse,” said a July 8 email from Jeffrey Grant of the CMS unit, Center for Consumer Information and Insurance Oversight. The document, provided by Republican investigators in Congress, said staff had been transferred to other projects leaving only one highly skilled developer. Sluggish exports have been a source of concern for policymakers as shipment volume has struggled to pick up despite a weak yen this year due to slowdown in emerging economies, which faced capital outflows on expectations the U.S. Federal Reserve would soon rollback its massive monetary stimulus. While the yen has fallen around 14 percent against the dollar in 2013, exports growth has largely disappointed early expectations. The Japanese economy has been humming along nicely this year on the back of Prime Minister Shinzo Abe's massive monetary and fiscal expansionary policies, dubbed Abenomics. Still, headwinds from weak capital spending and depressed global demand have somewhat clouded the outlook. The October data should provide some relief for the government, which is hoping a recovery in overseas demand will cushion the blow from a sales tax hike next April, which could crimp private consumption 'U.S. private-sector demand remains strong and European economies appear to be bottoming out. If advanced economies recover, Japanese exports can rise more,' said Takeshi Minami, chief economist at Norinchukin Research Institute in Tokyo. The volume of exports to the United States and European Union grew 5.3 percent and 8.0 percent year-on-year in October respectively, while Asia-bound shipments rose just 2.0 percent, highlighting a two-track recovery in the global economy. Car shipments rocketed 31.3 percent on-year in October, making the biggest contribution to the value of exports in the month, while they also rose a strong 7.5 percent in volume terms. Highlighting brisk demand in the United States, Toyota Motor Corp (7203.T) is racking up strong sales in a U.S. market and closing in on a record profit set before the Lehman crisis, while reaping the benefits of a weak yen that has boosted its profit margins. On a seasonally adjusted basis, exports rose 1.5 percent in October from the previous month. TRADE DEFICIT Soft exports -- particularly to emerging economies -- have been a key concern for Bank of Japan policymakers, who meet on Wednesday and Thursday to discuss monetary policy and the economic outlook. The bank is widely expected to keep monetary settings unchanged. The Japanese economy, the fastest growing in the developed world this year, slowed in July-September from the previous quarter as domestic private demand moderated and exports weakened. Growth is expected to accelerate again in the current quarter helped by a recovery in exports as well as brisk private consumption ahead of the sales tax hike. Sparking inflation and putting the economy on a sustainable footing over the over run is Abenomics' ultimate goal, and analysts expect a healthy global economy to ease the path ahead. Recovering demand for Japanese goods would also help address another concern -- persistent red ink in the trade balance. The deficits have raised concerns about Japan's ability to finance its debt in the long run, as they weigh on the country's balance of payment and add to strains caused by its debt burden, the worst among industrial nations. Japan logged a trade deficit of 1.09 trillion yen ($11 billion) in October, a record for the month, more than a median forecast of 813.5 billion yen, as imports rose 26.1 percent on the back of expensive fuel purchases to make up for nuclear plants shuttered since the 2011 Fukushima disaster. The October imports was also bumped up by a 67.8 percent spike in crude oil imports, which reflected a big drop a year before due to an oil tax hike aimed at curbing greenhouse gas emissions, finance ministry officials said. The Philippines and international armed forces and aid agencies are struggling to get help to devastated areas due to the extent of the destruction from Typhoon Haiyan, which has left more than 4,000 dead and 4 million people displaced. A cargo plane carrying tents and blankets landed in the central Philippine city of Cebu on Tuesday, CCTV said. “The Philippine Department of Social Welfare and Development head has said the Chinese relief goods are very useful,” Chinese embassy official Wu Zhenping told the station. “They will distribute some goods to evacuated victims in Cebu and the rest to victims in the worst-hit area Tacloban.” Tension between China and the Philippines has risen in recent months over disputed claims in the South China Sea and Beijing’s response to the disaster raised eyebrows. China, with the world’s second-largest economy, initially announced it was giving $ 200,000 and then raised that by $ 1.64 million. On Sunday, it said it was ready to send rescue and medical teams. In contrast, the United States has mobilized about 50 ships and aircraft in the disaster zone with helicopters delivering supplies from an aircraft carrier. It has announced more than $ 37 million in humanitarian aid. From the looks of things on her Instagram posts, he achieved just that! She loves to play with her hair back and forth and back and forth,” the hair guru, who used Oribe Fiber Groom and hairspray on her, explained. “She is a very down-to-earth girl. She’s very normal and fun and short hair just works on her. She has an amazing angular face and great cheekbones, so this cut just enhances that.” As for her color, Tran’s business partner, Johnny Ramirez, worked his magic and deepened her shade to a rich burgundy for winter.  WATCH: Coco Rocha loves her pixie cut “She came in with her color a bit washed out, so he deepened it and made it richer.
