European Leaders Threaten Sanctions Over Kiev Bloodshed -- New York Times
BRUSSELS — Expressing alarm at the dramatic escalation of violence in Ukraine, the European Union scrabbled for a quick response Wednesday, preparing for the likely imposition of sanctions against senior figures in the Ukrainian government.
Diplomats and senior officials began working Wednesday on the logistics of imposing sanctions, in preparation for an emergency meeting of European Union foreign ministers called for Thursday.
In Paris, President François Hollande of France, speaking at a joint news conference with Chancellor Angela Merkel of Germany, said, “There are unspeakable, unacceptable, intolerable acts being carried out in Ukraine.”
