Florida schools chief quits over outsourcing scandal in Indiana

The former Indiana school superintendent caught changing the grade of a wealthy political donor's charter school today quit his job as education commissioner in Florida.<br /><br />The <a href="http://www.indystar.com/viewart/20130801/NEWS04/308010021/Report-Indiana-grade-scandal-leads-Tony-Bennett-resignation" rel="nofollow">Associated Press</a> reports:<br /><blockquote class="tr_bq">Tony Bennett announced his immediate resignation at a news conference, saying that he while he did nothing wrong he didn’t want to be a distraction to Gov. Rick Scott’s efforts to overhaul Florida’s education system. Emails published by The Associated Press this week show that Bennett and his Indiana staff scrambled last fall to ensure Christel DeHaan’s school received an A, despite poor 10th-grade algebra scores that initially earned it a C.</blockquote>Bennett, it turns out, also outsourced Indiana public education to a firm that now -- surprise! -- employs his wife. Matthew Tully at the <a href="http://www.indystar.com/article/20130801/NEWS08/308010028" rel="nofollow">Indianapolis Star</a> tells us:<br /><blockquote class="tr_bq">Charter Schools USA earlier this year hired Tony Bennett’s wife, Tina, as a regional director based in Florida, where Tony Bennett was hired late last year as commissioner of education. And, so, the bottom line is this: Tina Bennett is now earning a paycheck from the company her husband hand-picked to take over schools in Indiana, a decision that was very good for the company’s financial fortunes.</blockquote>This is what you get when you outsource services that belong to the government: corruption and control by Wall Street..<br /><br />This is what else you get: A vast army of the working poor who rely on food stamps, Medicaid and heating aid just to survive. Private prisons that are dangerous to the community and barbaric hellholes for the inmates. And you get the military supporting al-Qaeda sympathizers in Afghanistan.<br /><br />We're not kidding. <a href="http://www.bloomberg.com/news/2013-07-30/al-qaeda-backers-found-with-u-s-contracts-in-afghanistan.html" rel="nofollow">Bloomberg</a> reports,<br /><blockquote class="tr_bq">Supporters of the Taliban and al-Qaeda in Afghanistan have been getting U.S. military contracts, and American officials are citing “due process rights” as a reason not to cancel the agreements, according to an independent agency monitoring spending. </blockquote><blockquote class="tr_bq">The U.S. Army Suspension and Debarment Office has declined to act in 43 such cases, John Sopko, the Special Inspector General for Afghanistan Reconstruction, said today in a letter accompanying a quarterly report to Congress. </blockquote><blockquote class="tr_bq">“I am deeply troubled that the U.S. military can pursue, attack, and even kill terrorists and their supporters, but that some in the U.S. government believe we cannot prevent these same people from receiving a government contract,” Sopko said.</blockquote>We've learned about that army of the working poor from the <a href="http://www.nelp.org/page/-/Reports/NELP-Taking-Low-Road-Federal-Contracting.pdf?nocdn=1" rel="nofollow">National Employment Law Project</a>, which recently released a study that reported on government jobs outsourced to private contractors:<br /><blockquote class="tr_bq">...many of the roughly 2 million federal contract workers—whose jobs range from manufacturing military uniforms to serving fast food to driving port trucks—have been excluded from coverage. Roughly a fifth of these workers live in poverty; two-fifths earn less than a living wage. And employers with a track record of violating labor laws easily obtain contacts and renewals. </blockquote><blockquote class="tr_bq">As federal contracting has increased—now accounting for more than a half trillion dollars a year and more than two-fifths of all federal employees—enforcement of standards appears to have lagged. systems show that it was enough to fill in a short ‘justification’ form before gaining access to any of billions of emails, online chats, or site visit histories through a vast aggregation program called XKeyscore.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The structure of XKeyscore, leaked by the UK’s Guardian <a href="http://www.theguardian.com/world/2013/jul/31/nsa-top-secret-program-online-data" target="_blank">newspaper</a>, is sourced from a classified internal <a href="http://www.theguardian.com/world/interactive/2013/jul/31/nsa-xkeyscore-program-full-presentation" target="_blank">presentation</a> from 2008 and a more recent Unofficial User Guide, presumably obtained by Edward Snowden when he was a contractor for the National Security Agency in the past year. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">It shows that XKeyscore – then located on 750 servers around 150 sites worldwide – is a vast collection and storage program that served as the entry point for most information that was collected by the NSA. The Guardian claims that in one 30-day period in 2012 the program acquired 41 billion records. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The information is not just metadata – depersonalized analytical usage statistics that allow spies to spot patterns – but includes almost all types of personal information. Using any piece of personal data on a subject – an email address, or the IP address of a computer – an agent could look up all online user activities, such as Google map searches, website visits, documents sent through the internet or online conversations. The service operates both, in real time, and using a database of recently stored information. </div><div style="text-align: justify;">All that appears to have been necessary to log into the system is to fill in a compulsory line on a form that gave a reason for why a certain person needed to be investigated. The form was not automatically scanned by the system or a supervisor, and did not require a US legal warrant, as long as the person whose name was typed in was a foreigner (even if his interactions were with a US citizen). </div><br /> <div style="text-align: justify;">The slides appear to vindicate security specialist Edward Snowden’s claims made during the original video he recorded in Hong Kong last month. </div><div style="text-align: justify;"><i>"I, sitting at my desk, could wiretap anyone, from you or your accountant, to a federal judge or even the president, if I had a personal email,"</i> he alleged then. </div><div style="text-align: justify;">Mike Rogers, the Republican chairman of the House intelligence committee later said that Snowden was “lying”.  </div><div style="text-align: justify;">The NSA has issued a statement to the Guardian, which does not now appear to deny the capabilities of XKeyscore, but merely to defend its use. </div><div style="text-align: justify;"><i>"NSA's activities are focused and specifically deployed against – and only against – legitimate foreign intelligence targets in response to requirements that our leaders need for information necessary to protect our nation and its interests,”</i> said the NSA. </div><br /> <b style="mso-bidi-font-weight: normal;">USER-FRIENDLY GLOBAL SPYING </b><br /><br /> <div style="text-align: justify;">What strikes an outsider as particularly astonishing is the integration, user-friendliness and functional variety provided by the XKeyscore suite, as seen in the available slides (and its capabilities may have expanded significantly in the intervening years).  </div><div style="text-align: justify;">The presentation makes XKeyscore appear little more complicated than a search engine – but one that can find almost anything. After the heading “What can you do with XKeyscore?” the slides outline ways in which the system can fish useful information out of the morass of internet noise. </div><div style="text-align: justify;">The presentation gives examples of possible questions that can be answered with the aid of the search abilities provided: </div><ul type="disc"><li class="MsoNormal" style="line-height: normal; mso-list: l1 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;">My target speaks German, but is in Pakistan, how can I find him? </li><li class="MsoNormal" style="line-height: normal; mso-list: l1 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;">I have a jihadist document that has been passed around through numerous people, who wrote this and where were they? </li><li class="MsoNormal" style="line-height: normal; mso-list: l1 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;">My target uses Google maps to scope target locations – can I use this information to determine his email address? </li></ul><div style="text-align: justify;">The document then goes on to show that even basic facts do not need to be known to root out potential terrorists, with the system offering a nuanced analysis of “anomalous” behavior that makes a suspect stand out. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Once information has been fished out, it can be categorized using a selection of plug-ins that index user activity, including all the emails, phone numbers and sites that suspect has come into contact with. </div><div style="text-align: justify;">While XKeyscore collects so much data that it has to be wiped within days, anything useful be stored on a smaller, though still sizeable database called Pinwale that keeps records for up to five years. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The presentation boasts that 300 terrorists were caught with XKeyscore in the years leading up to 2008. </div><div style="text-align: justify;">While Fisa regulations mean that US citizens can only be clandestinely observed with a warrant, the search does not always identify the nationality of those it spies on, and in any case, having a foreign contact is sufficient to expand the search to a large proportion of US citizens. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">And while they are not the stated target of XKeyscore, communications between ordinary Americans, whether those pass through domestic and international servers, are inevitably caught in the net. </div><div style="text-align: justify;">Technically, a person with access to the system could just as easily spy on an American within a few clicks, as they could on a foreigner, though this would be illegal. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">In last month’s Guardian interview Snowden insisted that there was nothing stopping this from happening. </div><div style="text-align: justify;"><i>"It's very rare to be questioned on our searches, and even when we are, it's usually along the lines of 'let's bulk up the justification',"</i>he claimed. A federal court last week <a href="http://www.cadc.uscourts.gov/internet/opinions.nsf/DFA379A6AF9DBBF785257BB4005133E6/$file/11-1251-1448602.pdf" rel="nofollow">refused the Teamsters' appeal</a> for a rehearing of their case seeking to shut down the Mexican truck pilot program.<br /> <br />According to the <a href="http://www.sacbee.com/2013/07/29/5606081/teamsters-still-question-mexican.html" rel="nofollow">press release</a>:<br /><blockquote class="tr_bq">The Teamsters in June had asked for a rehearing on the decision in May by the U.S. Court of Appeals for the D.C. Circuit. The appeals panel upheld the legality of the program. </blockquote><blockquote class="tr_bq">The Teamsters argued a rehearing is necessary “because the panel’s dismissal of Petitioners’ claims … conflicts with decisions of this Court and the U.S. Supreme Court.” The court on Friday issued an amended decision that used an alternative basis for its ruling that Mexico-domiciled trucks do not have to comply with certain federal safety certification requirements.  Nothing in the amended decision suggests Mexican trucks are safe.</blockquote>In May, the Teamsters found that <a href="http://teamsternation.blogspot.com/2013/05/dangerous-mexican-trucks-allowed-in.html">dangerous Mexican trucks</a> were allowed into the program and objected strongly to the federal government:<br /><blockquote class="tr_bq"><span style="background-color: white; color: #333333; font-family: inherit; line-height: 16.890625px;">Teamsters General President Jim Hoffa co-signed a letter to Federal Motor Carrier Safety Administration (FMCSA) chief Anne Ferro accusing her of endangering the driving public.</span><span style="background-color: white; color: #333333; font-family: inherit; line-height: 16.890625px;"><br /></span><span style="background-color: white; color: #333333; font-family: inherit; line-height: 16.890625px;">The letter stated two Mexican carriers hid their dreadful safety records by creating a third company -- and didn't disclose that to the FMCSA in order to be admitted to the pilot program. Two other companies were allowed to continue in the pilot program despite less-than-satisfactory ratings in their safety compliance reviews. Finally, FMCSA promised it would review how its studying the pilot program. Benefits Of Aerobic Exercise And Guidelines To Ensure Your Workouts Are Really Aerobic

<div style='font-style:italic;' class='uawbyline'>By Jasmine Greene</div><br /><br /> <div class='uawarticle'>"Aerobics" was first coined by Dr. Kenneth Cooper, an exercise physiologist at San Antonio Air Force Hospital. He developed the formula of subtracting your age from 220 and exercising with the heart rate at 60-80% of that number. Though originally formulated to help astronauts, the benefits of "aerobics" made Dr. Cooper realize that this type of exercise is useful for everyone.<br /> <br /> Since then the original formula has been improved upon, and studies have demonstrated more benefits of regular aerobic exercise, including:<br /> <br /> *Weight loss and maintaining a healthy weight (Aerobic exercise burns fat!)<br /> <br /> *Increased long-term energy and stamina<br /> <br /> *Improved mood<br /> <br /> *Pain relief (by natural endorphin production)<br /> <br /> *Stronger heart & better circulation (keeps arteries clear and helps prevent heart disease)<br /> <br /> *Better blood sugar control & adrenal health<br /> <br /> *Lower blood pressure<br /> <br /> *Stronger bones (weight bearing aerobic exercise helps prevent osteoporosis)<br /> <br /> *Stronger immune system<br /> <br /> *Longer life expectancy<br /> <br /> If you're suffering from low energy, dwindling endurance, aches and pains, excessive body fat, stress, or if you crave sugar or carbs, chances are you're not getting enough aerobic exercise!<br /> <br /> The exercise intensity and duration determine whether the muscles work aerobically or anaerobically. Aerobic exercise requires a very specific level of intensity for at least thirty minutes at a time. If the heart rate is too low or too high, the exercise becomes anaerobic instead.<br /> <br /> During true aerobic exercise, the body burns fat for energy. This process requires oxygen, hence the term "aerobic." Aerobic exercise is useful for improving muscle endurance (allowing them to function for hours or days at a time without fatigue). This is especially important for those muscles that support posture, joints, and the arches of the feet. Therefore, if there is not sufficient aerobic exercise, the chances of joint problems, injuries, and low stamina increase.<br /> <br /> In anaerobic exercise, the body burns sugar (glucose) for energy. No oxygen is required for this type of energy production. Burning sugar provides short term speed and power. Muscles cannot burn sugar for long, however, and so they fatigue quickly. Most people have no shortage of anaerobic exercise; even while seated, the body runs many tasks anaerobically, and virtually all sports are anaerobic due to their alternating bursts of high intensity (anaerobic) exercise and rest.<br /> <br /> Dr. Phil Maffetone is an internationally recognized researcher who has greatly improved our understanding of aerobic exercise and endurance training. He studied many variables, including heart rate, gait, and muscle imbalances in many athletes before and after workouts. Dr. Maffetone discovered that the athletes who exercised using Dr. Cooper's original formula often ended up over-training and suffering from injuries, pain, joint problems, and distorted posture and body mechanics. His work led Dr. Maffetone to develop a new and improved formula for calculating each person's target heart rate for true aerobic exercise.<br /> <br /> There are just four simple steps to proper aerobic exercise and all its benefits:<br /> <br /> 1. Invest in a heart rate monitor. It's just not a good idea to rely on the "feel" of a workout or to guess at whether your heart rate is too low or too high. There are many brands and models to choose from. Polar is an industry leader and is usually a safe bet. I recommend purchasing a model that has a chest strap as well as a wrist watch/display. If you work out in a gym rather than outdoors, invest in a model that is coded so that there is no electrical signal interference from other devices in the gym.<br /> <br /> 2. Calculate your maximum aerobic heart rate using Dr. Maffetone's formula. Just subtract your age from 180 to calculate your maximum aerobic heart rate. As an example, a 34 year old would have a maximum aerobic heart rate of 146 beats per minute. There are some modifiers and exceptions to this formula, and they are as follows:<br /> <br /> *Subtract another 10 from the max heart rate if you're recovering from a major illness or surgery, or if you take any regular medications.<br /> <br /> *Subtract another 5 from the maximum heart rate if you're injured, have regressed in training or competition, suffer from more than two bouts of cold/flu per year, have asthma or allergies, just starting to train, or if you've been training inconsistently (Dr. Maffetone defined consistency as at least 4 times weekly for 2 years).<br /> <br /> *Add 5 to the max heart rate if: training consistently for more than 2 years without any injuries or problems and have made progress in competition.<br /> <br /> *Add 10 to the max heart rate if: over the age of 65.<br /> <br /> *This formula does not apply to athletes 16 years old or younger. The best bet for these athletes is 165 as the max heart rate.<br /> <br /> *If in doubt, choose the lower maximum heart rate.<br /> <br /> 3. Calculate your minimum aerobic heart rate by subtracting 10 from the maximum aerobic heart rate. So a healthy 33 year old would have a max heart rate of 147 and a minimum of 137.<br /> <br /> 4. Walk, jog, swim or bike while wearing your heart rate monitor. Stay within your aerobic heart rate zone for at least 30 minutes at a time, and at least three times a week. I don't recommmend exceeding 90 minutes without a doctor's supervision.<br /> <br /> You will discover that it's surprisingly easy to exercise aerobically. It doesn't take much effort to elevate your heart rate to the target zone. That's good news for couch potatoes (talk about exercising smarter, not harder!), but sometimes frustrating for athletes who don't want to slow down their training. However, athletes need to do this to protect their bodies. The silver lining for athletes is that, as your heart becomes more aerobically fit, you'll be able to quicken the pace without exceeding your maximum aerobic heart rate. With your trusty heart rate monitor to guide you, you'll soon also discover that any activity other than running, walking, cycling or swimming (at a steady pace) is likely anaerobic.<br /> <br /> As a chiropractor and acupuncturist, I've noticed substantial benefits for both myself and my patients who invest a little bit of time each week to exercise aerobically.
