The offer, which six of the seven parties have agreed to (the oligarchs in question – including the SDA who, for the moment, remains in opposition) is based on the following:</span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><br /></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="color: red;"><b><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt;">INDEPENDENT SOCIAL DEMOCRATIC PARTY (SNSD) SOCIAL DEMOCRATIC PARTY (SDP) APPEARS TO BE THE MAIN GENERATORS OF THE CURRENT CRISIS</span></b></span><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"></span></div><ul type="disc"><li class="MsoNormal" style="line-height: normal; mso-list: l0 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">BIH will be divided into two primary electoral      districts: the FEDERATION OF BOSNIA-HERZEGOVINA (FBIH) and the REPUBLIKA      SRPSKA (RS).</span></li><li class="MsoNormal" style="line-height: normal; mso-list: l0 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">The FBIH will be further divided into ten additional      electoral districts, corresponding to the existing cantonal borders, which      will each elect three electors, on the basis of which two presidents will      be chosen.</span></li><li class="MsoNormal" style="line-height: normal; mso-list: l0 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">The RS will be one-single electoral district and will      elect one president.</span></li><li class="MsoNormal" style="line-height: normal; mso-list: l0 level1 lfo1; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; tab-stops: list .5in;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">It seems Brcko District will be allowed to choose which      method of the two they prefer. It remains unclear, however, (a) who      exactly will choose, and (b) whether this will mean that Brcko itself, at      least electorally, would become part of either the FBiH or the RS – thus      negating the whole premise of the existence of the District, in the first      place.</span></li></ul><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">It remains to be seen how any of the above addresses the question of discrimination of minorities. The EU’s great suggestion has, essentially, boiled down to removing overt ethnic labels on electoral ballots. Thus, no longer will the candidate be, for instance a “SERB,” he will just be a candidate of the SERB Democratic Party (SDS). How this addresses the concerns of SERBS in FBiH or BOSNIAK or CROAT returnees in the RS (currently <a href="http://www.amnesty.org/en/news/banning-human-rights-march-republika-srpska-unacceptable-2012-12-10"><b>harassed by authorities</b></a>) is anyone’s guess. It also remains to be seen how this same proposal will mesh with alleged ongoing, American- led efforts, to simultaneously shrink the number of cantons in the FBiH. </span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">None of this should come as a surprise to even semi-interested observers of EU’s policy towards BIH. Whether it is close studies of EUROPEAN policy in the late eighties and nineties, or the <a href="http://www.nytimes.com/2009/09/25/books/excerpt-clinton-tapes.html?pagewanted=5&_r=2&"><b>actual private conversations between European and American leaders</b></a> during the same period.</span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><br /></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="color: red;"><b style="mso-bidi-font-weight: normal;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">COMMITMENT TO HUMAN RIGHTS AND DEMOCRATIC NORMS IN BIH, HAS NEVER BEEN A TOP PRIORITY FOR THE IC.</span></b></span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><br /></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">There seems to be no effort creating a functional democratic system in BIH, with equal rights and opportunities for all its citizens, but an attempt to appease the most narrow and chauvinistic interests of BIH’S oligarchs. The thought being, apparently, that if one can appease the<b> <a href="http://www.palgrave-journals.com/ip/journal/v40/n4/abs/8800038a.html">big men</a></b>, then “we” can finally rid ourselves of these squabbling Slavs all together.</span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto;"><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">If this proposal is to become a reality, the EU will have only succeeded in ensuring a <b>SDP/SDA, HDZ</b> and a <b>SDS/SNSD</b> presidency for the foreseeable future. Meanwhile, the once social democratic SDP has abandoned any premise of actual social democracy, and today insists only on the Office of High Representative (OHR) <b><a href="http://www.vecernji.ba/vijesti/selimovic-vrijeme-je-da-se-ohr-uozbilji-krsi-se-mirovni-sporazum-clanak-528555">resolving its disputes with the SDA</a></b>. The visionary architect and educator, along with New York-based architect <a href="http://kumpusch.com/">Christoph a. Kumpusch</a>, contributed the Light Pavilion (affectionately called Time Light by locals) in a carving in one of Holl's towers. It is Woods's only permanent construction, and its posthumous completion makes this book devoted to the project that much more important. (Woods's passing was also only a few months before a <a href="http://www.sfmoma.org/exhib_events/exhibitions/509">major SFMOMA exhibition</a> on his work.) <br /><br /><img alt="woods-light2.jpg" src="http://www.archidose.org/Blog/woods-light2.jpg" title="The Light Pavilion" /><br /><br />Even though it is a slim volume, the installation's documentation (sketches, construction drawings, construction photos, completed photos) do a good job in establishing something that really has to be experienced to be fully appreciated. The impact of the dense, dynamic construction of light, glass, and color comes across in the photos, especially ones (like above) that capture the larger project rather than just the installation. Most photos are by Iwan Baan, and even when he's positioned the Light Pavilion near the edge of the frame, its concentration of light draws our attention, pulling us closer and inviting us to enter it.<br /><br /><img alt="woods-light3.jpg" src="http://www.archidose.org/Blog/woods-light3.jpg" title="The Light Pavilion" /><br /><br />Woods intended the space formed by bands of light, platforms and stairs, to be unlike anything experienced before. It didn't matter to him if visitors felt calm or anxiety, loved it or hated it, walked through it only once or went a hundred times; it only mattered that they "expand the depth and scope of [their] experiences," per his essay included in the book. I think Google would be better served to have a freemium model -- if advertising doesn't pay for it, we'll let you keep the service if you pay.   I don't know how I"d move from gmail. I just don't but if I had to, I guess I could. I don't think gmail is going anywhere, but I do have my personal email boxes going into that inbox.  I agree wikispaces is far superior to Google sites. These numbers represent huge increases for the 3-6 year olds compared with 1970.  In 1970, 20% of women and 27% of men attended college, compared with 38.6% of men and 47.5% of women in 2010.
