<div id="yom-ad-LREC" class="yom-ad yom-ad-LREC"> <center> <div id="yom-ad-LREC-iframe" class="yom-ad"></div> </center> </div> <p><br></p> <p>By David Ingram</p> <p>WASHINGTON (Reuters) – In one of the largest health care fraud settlements in U.S. history, Johnson & Johnson will pay $ 2.2 billion to end civil and criminal investigations into kickbacks to pharmacists and the marketing of pharmaceuticals for off-label uses, U.S. Attorney General Eric Holder said on Monday.</p> <p>The resolution of the long-running case with the company and its subsidiaries covers the marketing of the anti-psychotic drugs Risperdal and Invega and the heart drug Natrecor over several years.</p> <p>From 1999 through 2005, J&J and its subsidiary Janssen Pharmaceuticals Inc promoted Risperdal for unapproved uses, including controlling aggression and anxiety in elderly dementia patients and treating behavioral disturbances in children and in individuals with disabilities, according to the complaint.</p> <p>The off-label marketing cost U.S. government insurance programs hundreds of millions of dollars in uncovered claims, the complaint said.</p> <p>Meanwhile, the company paid millions of dollars in kickbacks to Omnicare Inc, the nation’s largest pharmacy specializing in dispensing drugs to nursing home patients, under various guises including “educational funding.”</p> <p>Johnson & Johnson’s conduct “recklessly put at risk” the health of children, dementia patients and others to whom the drug was prescribed at a time it was only approved by the U.S. Food and Drug Administration to treat schizophrenia, Holder said.</p> <p>Janssen’s sales representatives “aggressively” promoted Risperdal to doctors and other prescribers who treated elderly dementia patients, and through a special “ElderCare sales force” targeted nursing home operators.</p> <p>“The company also provided incentives for off-label promotion” and based sales representatives’ bonuses on total sales, not just sales for FDA-approved uses, the DOJ said.</p> <p>Under FDA regulations, doctors may prescribe drugs for unapproved, or off-label, use. But pharmaceutical companies are allowed to market their drugs in the United States only for FDA-approved uses.</p> <p>The FDA said it had delivered repeated warnings to Janssen about “misleading marketing messages” to doctors, and later initiated a criminal complaint.</p> <p>“Our investigators devoted considerable time and resources to this case, to help ensure that pharmaceutical companies do not mislead healthcare providers and the general public,” John Roth, director of the FDA’s Office of Criminal Investigations, said in a statement.</p> <p>As part of the settlement, Justice Department lawyers filed a civil complaint against Johnson & Johnson in U.S. District Court for the Eastern District of Pennsylvania on Monday.</p> <p>Monday’s settlement also resolved allegations that J&J and a subsidiary, Scios Inc., marketed Natrecor for off-label uses not approved by the FDA and not covered by federal healthcare programs.</p> <p>J&J disclosed in a securities filing in 2011 it had reached an agreement to resolve criminal penalties related to the promotion of Risperdal, which was once one of the company’s biggest sellers, but that certain issues remained open.</p> <p>The company on Monday said no additional charges will be recorded to earnings in connection with the settlement. The consequence of such a situation is increased competition and disputes between different states, and perhaps even bloody wars. The nation state is being updated. As the UN system loses functionality, a return to the balance of power and to alliances resembling those of the 19^th century – like the “Coalition of the Willing” –is gaining credence.  </span><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"></span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; text-align: justify;"><span style="font-family: "Georgia","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">Globalisation, the opening of economies to international markets, leads both to great prosperity and to great imbalances. At the same time it also leads to universal values, such as human rights and freedoms, spreading and being appreciated throughout different countries and continents.</span><span style="font-family: "Georgia","serif"; font-size: 9.0pt; mso-fareast-font-family: "Times New Roman";"> </span><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"></span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; text-align: justify;"><span style="font-family: "Georgia","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">The development of communications technology enables ordinary individuals to have easy and swift access to information and thus boosts their power to seek their rights. In many places there is a growing tendency towards protecting the rights of individuals rather than those of states, for liberal democracy to gain more of a social character as it spreads, and for growing environmental consciousness, and there is steadily more acceptance of the primacy of human rights. These changes lead to fundamental shifts in people’s mentalities and expectations. The conceptions of political and military power that have prevailed for centuries are now losing their meaning. No single country, no matter how strong it may be, and no single leader, no matter how authoritarian he or she may be, can single-handedly determine the agenda for the world or his or her country or simply do as they please. Non-state actors can flummox even superpowers. No one can take control of the global economy. New energy technologies are overturning traditional geopolitical strategies. Multilateral systems are being compelled to give way to bilateral agreements, balance of power politics, and the influence of regional dynamics. Increasingly, the world can no longer be run from a single decision-making centre or even joint decision-making centres. This implies being involved for many years with one-man regimes, civil wars, and conflicts over ethnicity, religion, and sectarianism. What sort of role can TURKEY play in these lands that are (and will continue to be) rife with lawlessness, poverty, ignorance, and political turmoil. For how much longer will TURKEY be able to continue to open its arms to hundreds of thousands of refugees and asylum-seekers?</span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; text-align: justify;"><span style="font-family: "Georgia","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"> </span><span style="font-family: "Georgia","serif"; font-size: 9.0pt; mso-fareast-font-family: "Times New Roman";"> </span><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"></span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; text-align: justify;"><span style="font-family: "Georgia","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">One of the centres of gravity in the 21^st century world will be the group of ASIAN countries which form the Moscow-Beijing axis exemplified by the <b style="mso-bidi-font-weight: normal;">SHANGHAI COOPERATION ORGANISATION</b>. This axis is composed of countries which are politically authoritarian and economically liberal. While this axis enables its two giant powers to exert some control over each other, it simultaneously aims to prevent AMERICA and the EU from intruding into their spheres of influence. This implies that neither RUSSIA nor CHINA want to see any changes in the existing order at the UN, an order which gives both of them the right to veto. Consequently, RUSSIA and CHINA prefer to keep the world system dysfunctional. So it is manifest that those countries whose development strategy is not based on paying workers at close to poverty levels will not be compatible with this international axis which does not prioritize human dignity, social justice, or the environment.</span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; text-align: justify;"><span style="font-family: "Georgia","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"> </span><span style="font-family: "Georgia","serif"; font-size: 9.0pt; mso-fareast-font-family: "Times New Roman";"> </span><span style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";"></span></div><div class="MsoNormal" style="line-height: normal; mso-margin-bottom-alt: auto; mso-margin-top-alt: auto; text-align: justify;"><span style="font-family: "Georgia","serif"; font-size: 12.0pt; mso-fareast-font-family: "Times New Roman";">NORTH AMERICA will probably still form the most powerful centre of gravity in international affairs. AMERICA will continue to encourage the development of democracy in the world, but in order to help safeguard international security and stability and the creation of a new international economic order, the U.S. will persist in seeking solutions outside multilateral systems deadlocked by vetoes, like the UN and the World Trade Organization (WTO), and rely on the balance of power. They will have the effect of ensuring that these four rival centres will not be pitted against each other but will be economically united. Kindle line goes on sale in US: Amazon celebrates FAA’s electronics policy with discount [ BeritaTerkini ]

<p><cite class="byline vcard">By <span class="fn">Elyse Betters</span> | <span class="provider org">Pocket-lint</span> – </cite></p> <div class="yom-mod yom-art-content" id="mediaarticlebody"> <div class="bd"> <p>The US Department of Transportation’s Federal Aviation Administration approved gate-to-gate use of portable electronic devices last week, and now Amazon is celebrating the new policy with a one-day only sale in the US for its Kindle e-reader line.</p> <p>The online retailer has publicly thanked the US FAA, and it reduced the price tag of its Kindle, Kindle Fire HD and Kindle Fire HDX 7-inch. Specifically, all three tablets received a 15 per cent discount on 4 November. </p> <p>With Amazon’s special discount, the Kindle is now $ 59 (£37), and the Kindle Fire HD and Kindle Fire HDX 7-inch are $ 118 and $ 195 respectively. You’ll have to enter “ThnksFAA” at checkout through Amazon to get the savings.</p> <p>“We’ve been fighting for our customers on this issue for years, and we are thrilled by the FAA’s recent decision—this is a big win for customers,” said Drew Herdener, vice president of Amazon, in a press release.</p> <p class="align_centre"><strong>Read:</strong> Here’s what your next flight will look like since US FAA approved gadget use</p> <p>Delta and JetBlue have become the first two US airlines to permit electronic devices. Following the FAA’s announcement that travellers can use them from gate to gate, both companies revealed that they had put in applications for approval.</p> <p>A JetBlue Corporate Communications manager even posted an image to Facebook while on a flight from JFK to Buffalo, showing off the passengers and airline personnel’s newly granted ability to use gadgets during all phases of flight. While advances in medical knowledge have been responsible for steady increases in the length and quality of life of Americans, the potential of health care to improve individual and population health in the future rests increasingly in the hands of individuals. Whether we are sick or well, we will not benefit from the expertise of health professionals and the technologies they deploy unless we participate actively and knowledgably in our own care.</p><p style="font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(69, 69, 69); margin: 0em 10px 15px 0px;">The stakes for each of us — and the nation — are high: There is evidence that the more engaged we are in our care, the better we do. And conversely, our lack of participation contributes to preventable illness, complications and death, wastes precious health care resources, and disproportionately erodes the health of those of us who are unable to participate effectively in our care. What can be done to ensure that all Americans are able to act effectively to find and benefit from their health care? And how will we ensure that those who lack the skills or resources or who are already ill do not suffer because of their inability to participate in their care? It is a comprehensive list of the actions each person must take to benefit from their care. No one has to do all these things now. But each of us — or our loved ones — must do all of them at some point in order to fully benefit from the health care available to us. The Framework serves as a specific and demanding roadmap for our activities. Our aim is to ensure that every adult in the U.S. has the knowledge, skills and opportunity to perform each of these behaviors.</p><p style="font-family: Arial, Helvetica, sans-serif; font-size: 14px; color: rgb(69, 69, 69); margin: 0em 10px 15px 0px;">Take a look at the CFAH <a href="http://www.cfah.org/engagement/research/snapshot" style="color: rgb(0, 123, 187); text-decoration: none;">Snapshot</a> report which estimates the extent to which people currently perform these actions.
