<div id="yom-ad-LREC" class="yom-ad yom-ad-LREC">  <center>  <div id="yom-ad-LREC-iframe" class="yom-ad"></div>  </center>  </div>  <p><br></p>  <p>House Democratic leaders are refusing to apologize for the confusion caused when millions of Americans received health insurance cancellation notices as a result of the Affordable Care Act, even after President Barack Obama’s contrite press conference on the matter and a clear statement of apology last week. </p>  <p>Shortly after Obama announced Thursday that he would unilaterally extend by one year the period in which insurers could offer insurance plans that do not meet new quality standards, Democrats moved to defend the “keep your plan” line.</p>  <div class="body-slot-mod">  <div class="yom-remote">  <div class="yom-loading" id="mediacontentrelatedstory_container"></div>  </div>  </div>  <p>Speaking to reporters on Capitol Hill,the top four House Democrats — Minority Leader Nancy Pelosi, Assistant Leader James Clyburn, Whip Steny Hoyer and House Democratic Caucus Chairman Xavier Becerra — were asked if they would apologize to any constituents who felt misled by Democrats. Each declined.</p>  <p>“I don’t think there’s anything for us to apologize for,” Clyburn said after explaining that once enough Americans switch to exchange-based insurance plans, they will appreciate “what they did not have” through their prior insurance plans.</p>  <p>Their defensive tone was a stark contrast from Obama’s earlier Thursday, when he accepted responsibility for the myriad problems associated with the rollout of his signature domestic policy measure. And last week, he said during an NBC News interview that he was “sorry that they are finding themselves in this situation based on assurances they got from me.”</p>  <p>The president has faced a national uproar after insurance companies sent out millions of cancellation notices that will go into effect at the beginning of the next year. Under the Affordable Care Act, companies are required by law to provide a certain standard of coverage. All plans that do not meet that standard would not be continued. But Obama on Thursday announced that he would delay the standard-of-coverage mandate for a year to give people more time to seek new plans.</p>  <p>Pelosi, Hoyer and Becerra echoed Clybrun’s response at the press conference, and said that Obama had done the right thing by allowing more time.</p>  <p>“There is nothing in the Affordable Care Act that said your insurance company should cancel you,” Pelosi said. That’s not what the Affordable Care Act is about. It simply didn’t have it. Did I ever tell my constituents that if they like their plan, they could keep it? I would have if I ever met anybody who liked his or her plan. But that was not my experience. … As far as the Affordable Care Act is concerned, what the president said was completely accurate.”</p>  <p>Hoyer added that the law didn’t force insurance companies to extend plans, but that people interpreted the Democrats’ “keep your plan” talking point incorrectly.</p>  <p>“If you had a policy on the day that this bill was adopted, you got to keep it. You didn’t get to keep it if the insurance companies didn’t want to offer it to you. We didn’t say the insurance companies had to give you the policies. We said if you like it, you can keep it, but nobody had in mind that the insurance companies were going to be forced to offer people insurance,” he said. “[Obama’s] statement, if it was limited to the bill itself, is absolutely accurate. The problem is, people interpreted that, and frankly, we said it expansively.”</p>  <p>Although the president contends that he can mandate the change through executive action, House Republicans and Democrats plan to vote Friday on their own legislative proposals that would allow Americans to keep their plans. Both votes will be symbolic: The Republican plan is expected to pass the House with at least some bipartisan support, but will die in the Senate. The four major US carriers have agreed to participate.</p><br /><p>The app will measure upload and download speeds, latency, and packet loss, as well signal strength and the manufacturer and model of the tested device. After a few months of data collection, the FCC plans to publish an interactive map early next year to help consumers determine whether they are getting the mobile data speeds they expect.</p><br /><p>'Knowledge about how various mobile broadband providers compare, at specific locations in a geographic market, will aid them in choosing the provider that best suits their needs,' FCC commissioner Mignon Clyburn said in a statement. 'Transparent information about service performance does not just enable consumers to select among service offerings in a meaningful way. It also creates incentives for providers to improve those services.'</p><br /><p>The program will run periodically in the background and is designed to use no more than 100MB of data each month, the FCC said. Automated testing can be disabled, allowing the user to execute manual testing, but the FCC warns this could lead to biased results if testing occurs only at specific times or locations.</p><br /><p>The app is available for download at the Google Play store. The FCC said an iPhone version is currently in the works.</p><br /></div>

<div id="yom-ad-LREC" class="yom-ad yom-ad-LREC">  <center>  <div id="yom-ad-LREC-iframe" class="yom-ad"></div>  </center>  </div>  <p><br></p>  <p>By Steve Holland and Jeff Mason</p>  <div class="body-slot-mod">  <div class="yom-remote">  <div class="yom-loading" id="mediacontentrelatedstory_container"></div>  </div>  </div>  <p>WASHINGTON (Reuters) – Normally brimming with self-confidence, President Barack Obama showed an emotion on Thursday he rarely shares with Americans: humility.</p>  <p>He strode to a White House podium with a jarring admission: He believes he has lost the confidence of the American people and deserves the blame for the rocky rollout of his signature healthcare law.</p>  <p>The concession was indirect, to be sure, as he spoke of “winning back the confidence of the American people,” but nonetheless was unusual in the history of the American presidency, let alone in modern, never-admit-a-mistake Washington.</p>  <p>“There are times I thought we were kind of slapped around unjustly,” Obama said, referring to previous criticism aimed his way over the past five years. “This one’s deserved.”</p>  <p>The healthcare law known as Obamacare – seen as Obama’s biggest domestic policy achievement – was designed to bring affordable health insurance to millions of uninsured Americans.</p>  <p>But the launch of a government website to enable people to obtain insurance policies has been marred by technical problems that have often rendered it inaccessible. In addition, insurance companies have canceled millions of existing policies that failed to meet the law’s requirements.</p>  <p>Obama’s comments came as he announced a fix designed to stem the wave of cancellations.</p>  <p>Left unspoken was what sort of fix Obama might make in his staff or in how he advances policy objectives with three years left in office and many legislative priorities still unfulfilled, including immigration reform.</p>  <p>Obama admitted that he was never “informed directly” about looming problems with the website launched on October 1.</p>  <p>There was no doubt, he added in yet another remarkable mea culpa, that his oft-repeated promise had turned out to be not accurate – that under his law Americans would be able to keep their health insurance plans if they liked them.</p>  <p>ROAD TO REDEMPTION</p>  <p>If the first step on the road to redemption is an acknowledgment of the problem, Obama did himself a favor.</p>  <p>“It’s very striking to hear a president talking that way,” said presidential historian Michael Beschloss.</p>  <p>“Usually it’s a JFK saying he was ‘the responsible officer of the government’ after Bay of Pigs,” the botched CIA-sponsored invasion of Cuba in 1961 during John F. Kennedy’s presidency, he added.</p>  <p>“Or Nixon, after Watergate began, that he would ‘accept’ responsibility,” Beschloss said, referring to the scandal that led to President Richard Nixon’s 1974 resignation.</p>  <p>“Presidents are reluctant to say they’re sorry,” added presidential historian Thomas Alan Schwartz of Vanderbilt University. “I think he’s hurt by the perception of incompetence. That’s not good for any president to look incompetent.”</p>  <p>Obama has drawn criticism in recent weeks for an inability to ensure that his policies are being properly implemented.</p>  <p>“I think it was necessary to do that,” said Democratic strategist Bob Shrum, referring to Obama’s mea culpa.</p>  <p>Obama was forced to make his public appearance in part by Democrats who see the problems with the implementation of a healthcare law that they backed in Congress as damaging their re-election chances in the November 2014 mid-term elections.</p>  <p>Public opinion polls have caused alarm bells to ring among congressional Democrats, notably a Quinnipiac University survey this week that put Obama’s approval rating at 39 percent.</p>  <p>The party that holds the White House typically loses congressional seats during mid-term elections, and the risk rises if a president’s job approval rating is below 50 percent.</p>  <p>Obama’s 39 percent rating put him at the same level that his Republican predecessor George W. Bush experienced at the same point in his presidency.</p>  <p>“President Obama’s misstatement, ‘If you like your health plan, you can keep it,’ left a bad taste with a lot of people,” said Tim Malloy, assistant director of the Quinnipiac University Polling Institute. “Nearly half of the voters, 46 percent, think he knowingly deceived them.”</p>  <p>‘BURDEN ON DEMOCRATS’</p>  <p>Obama said he felt personally responsible for the political challenges his fellow Democrats face.</p>  <p>“There is no doubt that our failure to roll out the ACA (Affordable Care Act) smoothly has put a burden on Democrats, whether they’re running or not, because they stood up and supported this,” he said.</p>  <p>“I feel deeply responsible for making it harder for them, rather than easier for them, to continue to promote … the core values that I think led them to support this thing in the first place,” Obama added.</p>  <p>Behind the scenes at the White House, the problems with the healthcare law consume meeting after meeting. Administration officials are trying to assure Obama’s allies that they know they have to get the problems ironed out by the end of the year.</p>  <p>The mood behind the scenes, said one Democratic official with close ties to the White House, was one of sober determination.</p>  <p>“They know they don’t have an easy haul here. There’s no sense of panic. Heinz closing 3 plants, cutting 1350 jobs

Heinz is closing three plants in North America and cutting 1,350 jobs in an effort to operate more efficiently.</p><br /><p>The food maker said Thursday that it will close facilities in South Carolina, Idaho and Canada over the next six to eight months.</p><br /><p>Heinz will shift production from these locations to other existing facilities in the U.S. and Canada. The company also said it will invest in remaining facilities and add 470 positions at five factories in Ohio, Iowa, California and Canada.</p><br /><p>After the changes are complete, Heinz will employ approximately 6,800 hourly and salaried workers at sites across North America. We need to support these workers and tell Taylor Farms to provide a living wage and respect workers’ rights.</blockquote>Robert Carillo, a Taylor Farms worker who spoke at the rally, said:<br /><blockquote class="tr_bq">Taylor Farms needs to stop its unfair treatment and intimidation against us. Our working conditions are horrible – that’s why we are organizing. We need union representation to get respect from the company.</blockquote>Workers spoke of ongoing safety issues at the plant, including fumes from strong chemicals used to clean machinery which causes gagging among some workers. Other long-term health and workplace concerns include being forced to work up to 18 hours a day and being afraid to report workplace injuries for fear of being fired. <br /><br />The company is running a bitter campaign to fight workers’ organizing efforts, including firing workers, threatening them with termination, and intimidating immigrant workers for speaking out against favoritism, wage theft and unsafe conditions. Taylor Farms worker Eddie Rodriguez was fired a day after talking to a <a href="http://teamster.org/" rel="nofollow">Teamsters</a> representative.<br /><blockquote class="tr_bq">The company’s rosy talk about its reputation doesn’t matter – what matters is how they act. I was fired the next day after merely talking to the union representative. They treat us like toilet paper.</blockquote>According to workers at the rally, <a href="http://en.wikipedia.org/wiki/Unfair_labor_practice" rel="nofollow">Unfair Labor Practice</a> charges have been filed with the <a href="http://nlrb.gov/" rel="nofollow">National Labor Relations Board</a> and the union has reached out to Taylor Farms CEO Bruce Taylor in an effort to start a constructive dialogue.<br /><br />Workers and supporters at the rally said they were putting the company on notice and vowed to keep up the pressure until Taylor Farms stops its attacks on immigrant workers.<br /><br />Lucia Gonzalez from <a href="http://www.wpusa.org/" rel="nofollow">Working Partnerships USA</a>, said:<br /><blockquote class="tr_bq">Taylor Farms needs to know that the community will not stand for the abuse, intimidation and harassment of its workers.</blockquote>Teamsters Local 601 represents thousands of workers in the food processing industry. Oliver has worked alongside <strong>Jon Stewart</strong> for almost eight years on the hit series.</p><br /><p>'I'm incredibly excited to be joining HBO, especially as I presume this means I get free HBO now. I want to thank Comedy Central, and everyone at 'The Daily Show' for the best seven and a half years of my life,' Oliver said in a statement. 'But most of all, I'd like to thank Jon Stewart. He taught me everything I know. Most economists will tell you that the most reasonable way to count new businesses would be to use the <a href="http://www.bls.gov/cew/" rel="nofollow">Quarterly Census of Employment and Wages </a>(QCEW) count of new businesses.  Walker, in fact, has insisted that QCEW is the "gold standard" when it comes to counting new jobs created and should be the source everyone uses, given the QCEW’s quarterly review of the records of 98% of all businesses in the state.  The problem for Walker, though, is that the most recent QCEW's numbers show that he has only created 4,024 new businesses since he took office and that he isn't on pace to hit his pledge of 10,000 new businesses by the end of 2014. Instead of admitting his shortcoming, Walker searched high and low for a different measuring stick.  He discovered that the <a href="http://www.wdfi.org/" rel="nofollow">Wisconsin Department of Financial Institutions</a> (WDFI) keeps track of something called "business entities" created and... voila! ...found that as of August of this year, over ELEVEN THOUSAND new "business entities" had been created since he took office!  Cue the victory lap! </blockquote><blockquote class="tr_bq">The problem with the WDFI numbers is that a great deal of the “business entities” it counts are not, in fact, the "new businesses" that Walker had in mind when he made his pledge.  Many are out-of-state corporations that have to file papers in Wisconsin, but have no real physical presense in the state, many are multiple filings for one business, and over 35,000 of the "businesses" Walker is using in his formula are something called "non-stock corporations" which are business-sounding but are actually Little League Teams, Girl Scout Troops, Lions Clubs, and other community organizations or non-profits.</blockquote>Walker, by the way, has actually written an entire book filled with lies, and he's out peddling it. You don't need to read it, but you might enjoy<a href="http://www.esquire.com/blogs/politics/Scotty_Makes_A_Book" rel="nofollow"> Esquire's Charles Pierce</a> review of what he calls 'a book-like product.' Pierce refers to Walker as the goggle-eyed homunculus hired by Koch Industries to manage their Midwest subsidiary formerly known as the state of Wisconsin.
