Happy Mother's Day!

<p>Happy US Mother's Day!</p><p>For info. Manhattanville Changing

A few weeks ago I found myself in West Harlem and decided to check out the progress on <a href="http://neighbors.columbia.edu/pages/manplanning/">Columbia University's Manhattanville</a> project, designed by Renzo Piano with SOM and James Corner Field Operations. The 17-acre project is controversial for <a href="http://www.wikicu.com/Manhattanville_controversy#Eminent_domain">its use of eminent domain</a>, but that's ancient history and the first phase of the development plan is full steam ahead. In this view looking north from the 125th Street elevated 1-train station, the white steel of the <a href="http://neighbors.columbia.edu/pages/manplanning/proposed_plan/greene.html">Jerome L. Greene Science Center</a> can be seen rising:<br /><a href="http://www.flickr.com/photos/archidose/8685898859/" title="Manhattanville Under Construction by archidose, on Flickr"><img alt="Manhattanville Under Construction" height="480" src="http://farm9.staticflickr.com/8542/8685898859_7f83c904fc_z.jpg" width="640" /></a><br /><br />Here is a view looking east from atop the Riverside Drive viaduct (per the Manhattanville project's <a href="http://neighbors.columbia.edu/pages/manplanning/images/gallery/RenderedSitePlan-Phase1_080924.jpg">first-phase site plan</a>, that boarded up building in the foreground will be coming down):<br /><a href="http://www.flickr.com/photos/archidose/8685898493/" title="Manhattanville Under Construction by archidose, on Flickr"><img alt="Manhattanville Under Construction" height="480" src="http://farm9.staticflickr.com/8119/8685898493_7190712a41_z.jpg" width="640" /></a><br /><br />My reason for being in the area was a "<a href="http://www.metropolismag.com/Point-of-View/April-2013/Expanding-the-Scope-of-Architectural-Thinking/">Changing Architecture</a>" panel hosted by GLUCK+ (formerly Peter Gluck and Partners) in the Malt House, a factory building they are transforming on West 126th Street. The evening focused on transforming the process of architecture through architect-led design-build, which <a href="http://gluckplus.com/">GLUCK+</a> (and very few other firms) practices. Parts of the evening felt like an exercise in branding—with a series of "What's your plus?" queries starting the evening, and "Our plus is (blank)" being in lots of responses to other questions—but Peter Gluck, his son, and the three other principals made some convincing arguments for their process, which was strengthened for me after getting a tour I got of their office a few doors east. <br /><br /><a href="http://www.flickr.com/photos/archidose/8687059100/" title=""Changing Architecture" Panel Discussion by archidose, on Flickr"><img alt=""Changing Architecture" Panel Discussion" height="480" src="http://farm9.staticflickr.com/8539/8687059100_68b741e1e3_z.jpg" width="640" /></a><br /><br />While I like the idea of architect-led design-build, I understand the trepidation that most architects would have with abandoning traditional practice and delving into the relatively uncertain waters of the process, where each architect serves as architect <i>and</i> construction manager. In this vein, I'd argue that employees at GLUCK+ should serve a maximum of 3-5 years, thereby learning enough about the process to then embark on their own and "spread the gospel" of architect-led design-build. To really have an impact this alternative practice needs to expand beyond the confines of firms like GLUCK+, and this is one way to accomplish that, just as firms like OMA have served as a place for educating a certain type of architect before they start up their own companies.<br /><br />To bring this post back to Manhattanville, one of the (many) positive attributes of Gluck's firm is the way it is invested in the welfare of its community, but in a much different way than Columbia University. Small projects like the Malt House have a major impact in the area, without the displacement of buildings and people and the bullying associated with that. This investment can be shared by more traditional architects, but the design-build aspect of GLUCK+ extends that, especially when combined with the strong relationships they have with local developers, one in attendance on the panel. More discussions are planned with GLUCK+ in West Harlem, and based on the first they will be highly recommended.

Alternativ könnten "entsprechend aufgestellte Kräfte der Bundespolizei wie vormals der Bundesgrenzschutz den Kombattantenstatus sowie eine entsprechende Ausbildung und Ausrüstung erhalten", erklärt der Autor: "Dies würde eine einsatzbegleitende, praktische Ausbildung von lokalen Polizeikräften im Feld ermöglichen. Ein solches Partnering, wie es durch das Militär (...) praktiziert wird, wäre wesentlich effektiver als der derzeitige Ansatz, da die Simulation von Einsatzszenarien oft nur unzureichend auf die Realität vorbereiten kann." Zu priorisieren seien dabei Gewaltoperationen in "vorwiegend ländlichen Räumen wie in AFGHANISTAN" und "in einem dichtbesiedelten urbanen Umfeld": "Hier können wichtige Lehren aus Fallbeispielen wie den amerikanischen Counterinsurgency-Operationen im Großraum von Bagdad oder auch der britischen Aufstandsbewältigung in NORDIRLAND gezogen werden."[4] Parallel dazu fordert Schroeder, die Fähigkeiten der Bundeswehr in den Bereichen Spionage, zivil-militärische Zusammenarbeit (CIMIC) und Propaganda ("Operative Information") beständig weiterzuentwickeln - dies sei entscheidend "für das effektive Agieren militärischer Kräfte inmitten der Zivilbevölkerung". Zu den Vortragenden zählten außerdem der Direktor des ISPK, Joachim Krause, der Militärpolitiker Winfried Nachtwei (Bündnis 90/Die Grünen) sowie Brigadegeneral Andreas Helmut Hannemann, Kommandeur der Luftlandebrigade 26 der Bundeswehr. Laut Autor Schroeder ist die Studie wesentlich auf die Initiative Hannemanns zurückzuführen.[2] Dessen auch als "Saarlandbrigade" bekannte Einheit war an Militäraktionen gegen Aufständische in AFGHANISTAN beteiligt und hat immer wieder durch positive Bezüge auf NS-Traditionen von sich reden gemacht (german-foreign-policy.com berichtete [3]). Zentrale Definitionen werden direkt aus den darin zu findenden "Handlungsempfehlungen für Truppenführer" übernommen. Als Aufstand ("Insurgency") gilt demgemäß eine "organisierte Widerstandsbewegung, die meist durch koordinierten und fortwährenden Einsatz von Gewaltakten und politischer Agitation versucht, die staatliche Autorität zum Scheitern zu bringen und langfristig ihre politischen Ziele und Ordnungsvorstellungen zu realisieren".[5] </span></div><div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"><br /></div><div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"><span lang="DE-AT" style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-ansi-language: DE-AT; mso-fareast-font-family: "Times New Roman";">Aufstandsbekämpfung ("Counterinsurgency") bezeichnet der Studie zufolge "die Gesamtheit aller zivilen und militärischen Maßnahmen, um mittelbar oder unmittelbar gegen die staatliche Ordnung gerichtete Subversion und Gewalt zu beseitigen". Wie der Autor weiter ausführt, müssten vor diesem Hintergrund einige "unbequeme Lehren" aus dem Kriegseinsatz in AFGHANISTAN gezogen werden. So habe die "politisch verordnete Zurückhaltung" in Bezug auf Counterinsurgency-Aktionen dafür gesorgt, dass die Aufständischen "buchstäblich vor den Augen deutscher Kräfte große Teile der Provinz Kunduz unter ihre Kontrolle bringen konnten". Eines der "wirksamsten Instrumente" zur Bekämpfung eines Aufstandes bestehe in der "Enthauptung" von Widerstandsgruppen ("Decapitation") durch die "Ausschaltung von bedeutenden Führern", heißt es. Entsprechende Aktionen der westlichen Interventionstruppen seien dabei in eine Strategie der "Abschreckung durch Bestrafung" ("Deterrence by Punishment") einzubetten; durch permanente Repression müsse "das alltägliche Risiko für die Aufständischen selbst so erhöht werden, dass es für potentielle Rekruten definitiv keinen Sicherheitsgewinn bringt, sich der Insurgency anzuschließen". Insbesondere "potentielle oder auch tatsächliche Unterstützer einer Aufstandsbewegung, die nicht fanatisch sind und ihr Handeln nach Kosten und Nutzen abwägen", könnten auf diese Weise "in ihrem Verhalten beeinflusst werden". Voraussetzung hierfür sei allerdings die Errichtung eines möglichst lückenlosen Überwachungsregimes, erklärt der Autor: "Biometrische Datenerfassung", "Meldepflicht", "regelmäßige Kontrollen" und die "Registrierung der Bevölkerung durch einen Zensus" hätten sich bereits als überaus "effektive Counterinsurgency-Maßnahmen" erwiesen.</span></div><div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"><br /></div><div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"><span style="color: #cc0000;"><b style="mso-bidi-font-weight: normal;"><span lang="DE-AT" style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-ansi-language: DE-AT; mso-fareast-font-family: "Times New Roman";">SHAPE, CLEAR, HOLD, BUILD</span></b></span></div><div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"><br /></div><div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"><span lang="DE-AT" style="font-family: "Times New Roman","serif"; font-size: 12.0pt; mso-ansi-language: DE-AT; mso-fareast-font-family: "Times New Roman";">Scharf wendet sich der Verfasser der Studie gegen die Vorstellung, die Bevölkerung eines "fragilen Staates" könne durch "Entwicklungshilfe" für die westlichen Interventionstruppen und die mit diesen kollaborierende Regierung gewonnen werden: "Die international weit verbreitete Annahme, dass Stabilität nur durch die sich gegenseitig stärkende Wechselwirkung von Sicherheit und Entwicklung entstehen kann, wurde in AFGHANISTAN wie auch in anderen Fällen klar widerlegt." Folgerichtig bekennt sich der Autor denn auch zu einem Counterinsurgency-Phasenmodell, das in der Terminologie der NATO mit den Begriffen "Shape", "Clear", "Hold"und "Build" umrissen wird. Danach müssen zunächst "günstige Rahmenbedingungen" für die in einem Aufstandsgebiet operierenden ausländischen Truppen geschaffen werden - etwa durch die "Beseitigung von Minen und Sprengfallen" oder durch "gezielte Kommandooperationen gegen Führungspersonen der Aufständischen" ("Shape"). Im Anschluss sieht das Konzept die "Säuberung" des jeweiligen "strategischen Raums" von Widerstandsgruppen vor - mittels "Durchführung von offensiven Operationen" ("Clear"). In der "Hold"-Phase schließlich sind Interventionstruppen und einheimische Kollaborateure gehalten, ihre Präsenz durch bauliche Maßnahmen wie die Anlage von Stützpunkten und "Checkpoints" zu festigen. So könnten "Quick Impact Projects", die die Agentur im Auftrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in NORDAFGHANISTAN durchführte, durchaus "eine gewisse Akzeptanz für die Präsenz von Sicherheitskräften schaffen", heißt es (german-foreign-policy.com berichtete [7]). Auch sei es "sehr wichtig, dass ruhige Landesteile von Entwicklungsprojekten profitieren" und "wirtschaftliche Zentren gestärkt werden": "Nur so kann ein für die Funktionsfähigkeit des Staates notwendiges Mindestmaß an Steuereinnahmen generiert werden. Darüber hinaus sollten sichere Räume bewusst gefördert werden, um der Bevölkerung zu demonstrieren, dass friedliches Verhalten einen Mehrwert hat." It is in line with the raising of Germany’s military profile that we have predicted ever since the U.S. administration announced a refocusing of its defense priorities to embrace the ASIAN sphere to a loss of focus on the NORTHERN Hemisphere, in particular EUROPE and the MIDDLE EAST. </div><div style="line-height: 15.75pt;">German-Foreign-Policy.com, quoting wordage from the Kiel study, states that it was conducted “against the background of the ‘geostrategic realignment’ of the U.S. toward SOUTHEAST ASIA.” In the light of this realignment of U.S. defense priorities, the report claims that the GERMAN government has “in the future more responsibility to take over the maintenance of stability and security of EUROPEAN borders in troubled regions.” </div><div style="line-height: 15.75pt;">The report claims that “it is in the interest of GERMAN ‘foreign policy’ to assist in ending the rebellion and restoring order and safety for the governments of ‘fragile’ respectively ‘weak’ states whose ‘stability’ is being threatened by ‘insurgents.’” </div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;"><span style="color: #cc0000;"><b style="mso-bidi-font-weight: normal;">SOCIAL UNREST AND POLITICAL UNCERTAINTY WILL CONTINUE TO DEFINE THE EUROZONE FOR THE FORESEEABLE FUTURE</b></span></div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;">In the author’s view it is obviously a responsibility of the GERMAN government to decide which are those “fragile,” “weak” states whose “stability” is being threatened. With a situation extant in EUROPE that leads analysts to claim “social unrest and political uncertainty will continue to define the EUROZONE for the foreseeable future,” any number of EU states could be read to fit that definition. </div><div style="line-height: 15.75pt;">Not so long back in history, a certain GERMAN leader apparently decided that POLAND, CZECHOSLOVAKIA, BELGIUM and the NETHERLANDS were “fragile,” “weak” states whose “stability” was being threatened, and overran them in Blitzkrieg warfare! </div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;">In words not used to describe GERMAN foreign policy for 70 years, author of the report, Robin Schroeder of the Institute for Security Studies at the University of Kiel, declares that, “Strategically, one must focus on ‘<i>all means available to the state’</i> to <i>smash</i> action directed against WESTERN [GERMAN] interests by resistance movements, but also of ‘over-ambitious state building project(s)’ such as adopted in AFGHANISTAN” (op. cit.; emphasis added throughout). </div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;">Schroeder then observes that the role of the Bundeswehr is critical to the success of GERMANY’S counterinsurgency initiatives, calling for a wider deployment of the GERMAN military to “be placed so that they can be used immediately in <i>potential future scenarios</i>which require the management of a rebellion and the fight against irregular forces.” </div><div style="line-height: 15.75pt;">Again, the assessment of “potential future scenarios” is left up to the GERMAN government to decide. This is to hide the reality of a heightened aggression in the strategic planning of the GERMAN High Command and the glaring fact of a GERMAN industry yet once again highly tooled for the production of military weapons. </div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;">Now, using the excuse of the threat of stability in EUROPE posed ostensibly by “fragile,” “weak” states, GERMANY’S Ministry of Defense is about to adopt plans that will produce what Spiegel Online once termed a “<a href="http://www.spiegel.de/international/germany/no-longer-the-aggressive-camping-organization-afghanistan-deployment-forges-more-assertive-bundeswehr-a-794189.html" target="_blank">more assertive Bundeswehr</a>,” deployed not only in current theaters of combat, but even in areas designated by the GERMAN government as “potential future scenarios” for conflict. </div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;">One vital key to the preparation of the GERMAN military for its “more assertive” role has been the Bundeswehr’s involvement in AFGHANISTAN. This has provided GERMAN troops and their officer cadre with vital battle hardening not experienced since World War 2. For Bundeswehr officers, it has involved not only the command of the 4,000 German troops in AFGHANISTAN, but also, on occasion, a command extended to the over 11,000 NATO contingent deployed in that country. </div><div style="line-height: 15.75pt;"><br /></div><div style="line-height: 15.75pt;"><span style="color: #cc0000;"><b style="mso-bidi-font-weight: normal;">CHANGING THE CULTURE OF THE BUNDESWEHR</b></span></div><div style="line-height: 15.75pt;"><br /></div><div class="separator" style="clear: both; text-align: center;"></div><div style="line-height: 15.75pt;">Maj. Gen. Hans-Werner Fritz was the first GERMAN officer to order an artillery salvo in combat in a foreign theater since World War 2. Since that experience in Kunduz, AFGHANISTAN, in July 2011, GERMAN troops have been engaged in many more such battles in that country. </div><div style="line-height: 15.75pt;">As Spiegel observed, “The counterinsurgency operation in <a href="http://www.spiegel.de/international/germany/no-longer-the-aggressive-camping-organization-afghanistan-deployment-forges-more-assertive-bundeswehr-a-794189.html" target="_blank">AFGHANISTAN</a> is also slowly changing the culture of the Bundeswehr, whose operational thinking had until then been largely shaped by its experience of peacekeeping in the BALKANS”. The extent to which “counterinsurgency” strategy may be used to justify GERMAN military expansion is made very clear in the Kiel report to the GERMAN Defense Ministry. </div><div style="line-height: 15.75pt;">The propaganda effect of soldiers returning home who have been hardened in combat in AFGHANISTAN is not lost on such as Major General Fritz. He “speaks of a ‘different generation’ of young GERMAN officers who, unlike their predecessors, have seen extensive combat. ‘Obviously these young people are affected by what they experience,’ he says. ‘They have a clear idea of the sharp end of our profession.
