Lakers Hall of Famer Vern Mikkelsen dies at age 85

<div xmlns='http://www.w3.org/1999/xhtml'><img src="http://thecelebritycafe.com/sites/default/files/imagecache/image_display/_img/2013/11/Vern_Mikkelsen.jpg" width="600"/><br /><p>Vern Mikkelsen, former Hall of Famer of the Minneapolis Lakers, passed away on Thursday.</p><br /><p>The Los Angeles Times reports that Mikkelsen died at the age of 85 surrounded by family in his home in Wayzata, Minnesota. He battled with prostate cancer for 11 years before his death. He also suffered two strokes and diabetes, according to the Associated Press. His wife died in 2002.</p><br /><p>The team also confirmed the sad news.</p><br /><p>Mikkelsen played for the Lakers for 10 years, and was inducted to the Naismith Basketball Hall of Fame in 1995. The forward was a six-time All-Star and four-time champion in his NBA career, which lasted from 1949 to 1959.</p><br /><p>'Vern was one of the first in a long line of great Lakers players, and a key link to our franchise's early years in Minnesota,' said Lakers President Jeanie Buss in a statement. Euro shines after unexpectedly strong German data

<div xmlns='http://www.w3.org/1999/xhtml'><p>Millions Of Policies Set To End This Year Posted by Alex Nochez on Nov 23, 2013 - 3:34:25 AM</p><br /><p>CALIFORNIA―The Board of Covered California voted to keep its deadline to discontinue health plans that do not meet the requirements of the Affordable Care Act (ACA) on Thursday, November 21.</p><br /><p><img src="http://www.canyon-news.com/artman2/uploads/7/covered-california1.jpg" width="600"/> </p><br /><p>In a unanimous vote, the board that governs Covered California decided to keep the December 31 deadline that would force health insurers in the state to end existing health insurance plans that fail to meet ACA requirements for essential benefits. The board claimed that there was no benefit in extending that deadline that could affect over 1 million people in California , saying it could cause confusion about accessing affordable health care. The protection of consumers from poor health plans was also cited as reason for the decision.</p><br /><p>This comes after the Obama administration's plea to health providers nationwide that certain policies be extended for certain individuals whose policy cancellations would have them 'finding that [quality health insurance coverage] would be more expensive than their current coverage, and thus may be dissuaded from immediately transitioning to such coverage,' according to a letter from the Department of Health and Human Services.</p><br /><p>Taking into consideration the possible confusion, the board has also seen to design an implementation of a hotline that people can call should they have questions regarding their policy at 855-857-0445. In addition, the enrollment deadline for health coverage has been extended from December 15 to December 23, while deadline payments due have been extended from December 26 to January 5, 2014.</p><br /><p>By law, health providers must provide a 90 day notice of policy cancellation to its policyholders should their plan be discontinued or canceled.</p><br /><p>A recent study unveiled by Families USA shows that the number of residents with individual plans who have incomes above the 400 percent Federal Poverty Level (FPL), a number which would determine if they were eligible for federal financial help should it sit below the FPL, and who retain individual coverage for more than a year in California was .8 percent, or 264,232 people.</p><br /><p>'These new strategies will provide consumers a better enrollment experience, more flexibility in the selection of a plan and, most importantly, increased knowledge with which to make the best health coverage choice possible,' said Covered California Executive Director Peter V. Lee in a statement.</p><br /><p>Support for the decision has come from Senate President pro Tem Darrell Steinberg who said in a statement of his own, 'The Covered California board has made the appropriate decision to stay the course.' The California Association of Health Plans President and CEO also commended the board, with the following statement, 'Covered California made the best decision for consumers by supporting the success of our new health insurance marketplace.'</p><br /><p>The board's vote has a detractor in California Insurance Commissioner Dave Jones, who has been vocal about his disapproval of Covered California's deadline for health insurers. 'Covered California could have honored President Obama's request, without causing damage to the implementation of the Affordable Care Act or the Exchange,' said Jones in a statement.</p><br /><p>Also released by Covered California were a number of statistics surrounding the rate and number of applications filed for health coverage in the new exchange since its debut. The organization boasts that 360,464 applications have been filed as of November 19, with 39 percent of those likely resulting in Medi-Cal qualification.</p><br /><p>In terms of demographics, the 18-34 age group has filed 6,904 applications, or 23 percent of all applications filed, which is almost proportional to the 21 percent population segment that is comprised of the 18-34 group. The 45-64 demographic, however, have filed 17,252 applications for health coverage, or 56 percent of applications filed. This over-represents the 25 percent population segment they currently hold.</p><br /></div>

<div xmlns='http://www.w3.org/1999/xhtml'><p>Summary: Joining Yahoo and Google, Twitter is the latest tech giant to promote its tactics for preventing decryption of sensitive user data.</p><br /><p><img src="http://cdn-static.zdnet.com/i/r/library/uk-carousel/twitter-logo-bird-620x202.jpg?hash=LGL4AwpkZm&upscale=1" width="600"/> </p><br /><p>Following up a similar move by <strong>Google</strong> earlier this week, <strong>Twitter</strong> has announced that it is adding forward secrecy to its digital doors.</p><br /><p>Forward secrecy is gaining traction with many top tech properties lately as it adds a new property to prevent cyber criminals from using cracked and/or stolen session keys to decrypt recorded traffic for nefarious purposes.</p><br /><p>But decryption prevention methods are also being implemented far more in order to both thwart off monitoring by federal agencies and save face with users.</p><br /><p>The micro-blogging platform actually wasn't one of the nine original tech giants revealed back in June to be utilized as a source for the National Security Agency's now-controversial data mining program, PRISM.</p><br /><p>That is likely because virtually anyone can sign up for Twitter, and for an unlimited number of accounts, with information that doesn't necessarily need to be authentic.</p><br /><p>Just one out of millions of examples of fake Twitter accounts includes one established this week dedicated to Salesforce.com CEO Marc Benioff's Christian Louboutin shoes worn during his fireside chat with Facebook COO Sheryl Sandberg on Wednesday. Needless to say, the haute couture, multi-colored hi-tops drew the attention of the tech press in the audience, for better or worse.</p><br /><p>Nevertheless, the San Francisco-headquartered company, which recently underwent one of the most buzzed-about IPOs in recent memory, is taking a proactive approach and also ensuring its name is in the mix of Silicon Valley giants taking a public stand against the U.S. Government's data collection methods.</p><br /><p>Jacob Hoffman-Andrews from Twitter's product security team took things further in a blog post on Friday, positing that forward secrecy 'should be the new normal for web service owners.</p><br /><p>'Our work on deploying forward secrecy is just the latest way in which Twitter is trying to defend and protect the user's voice in that world,' remarked Hoffman-Andrews.</p><br /><p>While he didn't explain the other methods Twitter is already employing or at least developing in this particular post, Hoffman-Andrews extensively outlined how forward secrecy is being implemented for shoring up security on twitter.com, api.twitter.com, and mobile.twitter.com.</p><br /></div>

'Getting On' and 'Ja'mie: Private School Girl': TV Review

<div xmlns='http://www.w3.org/1999/xhtml'><img src="http://www.hollywoodreporter.com/sites/default/files/imagecache/thumbnail_medium_200/2013/11/getting_on.jpg" width="600"/>The Bottom Line<br /><p>Getting On is about the nurses and patients at an elder care facility -- a remake of a British series that hammers home the sad truth that aging is awful. And Ja'mie: Private School Girl is the latest Chris Lilley import that HBO has picked up, this time focusing on Lilley's least likeable character and proving the sad truth that a little bit of a purposefully annoying character goes a long way and a lot of that same character makes a half hour seem like half a century.</p><br />Premieres<br /><p>Sunday, Nov. 24 at 10 p.m. ( Getting On) and 10:30 p.m. ( Ja'mie: Private School Girl)</p><br />Stars<br /><p>Getting On: Laurie Metcalf, Alex Borstein, Niecy Nash, Mel Rodriguez</p><br /><p>Ja'mie: Private School Girl: Chris Lilley</p><br /><p>HBO has never been afraid to put on comedy series that aren't predictable ( Enlightened) or push the boundaries of one character's likability ( Curb Your Enthusiasm, Eastbound & Down). You could even say that HBO will put almost anything on as a comedy and hope that it will work.</p><br /><p>But the channel doesn't own a lot of blockbusters in the comedy genre. Curb has always been excellent, but there's no timetable for its return. Eastbound & Down is retiring. Veep and Girls are by far HBO's best offerings. If it can be said that HBO is willing to take a swing at just about anything, it should also be noted that making contact at a better percentage would also be nice.</p><br /><p>Its two latest offerings, premiering Sunday, are unlikely to help. Getting On is mostly a depressing and unfunny (which is more depressing) look at an eldercare facility, the people winding down their days ignominiously in said facility and a handful of people who work there. Based on the British series of the same name (which never aired in the U.S.), Getting On at once attempts to be an office comedy and at the same time a bleak look at what it means to be old and stuck in a mostly uncaring institution. Having watched the first three episodes (of only a six episode season), Getting On -- adapted by Big Love creators <strong>Mark V. Olsen</strong> and <strong>Will Scheffer</strong> -- never manages to nail what is very clearly a difficult tone to pull off. The comedy isn't particularly funny and the depressing nature of lives stalled out in eldercare purgatory makes the episodes drag out in a tediously slow fashion.</p><br /><p><strong>Alex Borstein</strong> ( Family Guy, MadTV), plays Dawn, a longtime nurse in the field and one who fluctuates between understanding for and flimsy tolerance of the patients and of her lot at the facility. She's bringing along Didi ( <strong>Niecy Nash,</strong> Reno 911!), a newer nurse and the one presence on the show who seems real and thus is someone you'd actually want to follow. Didi is also a very sweet nurse and that attribute is a fine counterbalance to the underlying sadness that's all around her. If Getting On has one strand that I'd be willing to follow, it's finding out how long Didi can go in such a situation without turning colder or simply not being able to take it emotionally.</p><br /><strong>PHOTOS: 'The Newsroom': Exclusive Photos of Aaron Sorkin and the HBO Cast</strong><br /><p><strong>Laurie Metcalf</strong> ( Roseanne, Toy Story, etc.) is Dr. Jenna James, whose disdain for the eldercare facility (the lowest part of the hospital totem pole) comes back to haunt her when a spat at the hospital finds her punished by getting sent back to oversee the eldercare group. We are meant to see in Dr. James the uncaring end of medicine as it pertains to the forgotten elderly, but Getting On doesn't even attempt to weave in the American health care situation in any meaningful way. Dr. James is just an odd bird who collects feces for a study she's hoping will make her seem more important (and the whole first-episode attempt at making elderly incontinence funny falls flat).</p><br /><p><strong>Mel Rodriguez</strong> ( Enlisted, Community) joins the show in the second episode as the head nurse but quickly becomes another character that finds conflict almost immediately (none of the characters are given much chance to become fleshed out) and someone else it's hard to care about.</p><br /><p>Undoubtedly some people will think that Getting On is heroic or cutting edge for taking on the subject matter. But the fact is, at least in the American version, there's not only a lack of humor to the show that fails to offset its bleakness, but there's nothing in the bleakness that is making a larger point. You can see what Getting On was trying to get at, but mostly you just see it failing to get there.</p><br /><p>As opposed to Getting On, <strong>Chris Lilley</strong> has never had any problems manufacturing humor. HBO tapped his Australian series, Summer Heights High and Angry Boys, which both wonderfully showcased the Australian series creator, writer and star for an American audience. Lilley, who plays a bevy of disparate characters in his series -- like a manically creative kid putting on an entire show for the world -- returns this time with Ja'mie: Private School Girl, which takes his snotty, spoiled, mean and foul-mouthed character and gives her starring status and loads more screen time.</p><br /><p>That's the problem.</p><br /><p>Ja'mie is funnier in short, searing scenes. She was surrounded in Summer Heights High with tons of other great Lilley creations and popped from the screen when given the chance to be, well, rich and bitchy. But centering one of Lilley's most annoying characters in a series to ramble on incessantly robs the character of its past effectiveness and makes her -- and the series -- almost unbearable to watch. In this series, Ja'mie is back from her brief stay among the great unwashed and returned to the final year of queen bee status at upper crust Hillford Girls Grammar in Sydney, where she's surrounded herself with sycophants and sets out to torment everyone else while drowning in her own shallowness.</p><br /><p>Maybe a good idea on paper, but not in execution. You'd have to be the biggest of Ja'mie fans to want to watch her never stop talking for 30 minutes. That's not to say Ja'mie: Private School Girl is devoid of laughs. Of course not. Lilley is too good at what he does to not find the funny. But it worked so much more effectively when he spread himself around to disparate characters. And so it is at this spectacular new restaurant in York. The room we’re delivered to is handsome in a wood-panelled, stag-antlered way, but it’s populated only by a brace of silent couples and a lonely cheeseboard. We’re nowhere near the wood-burning stove, plonked beside a chilly, viewless window, whereas the dazzling main room is alive with chatter, with glamorous women, and men who look like that hot headmaster from Educating Yorkshire. Yes, but I’ve booked, too. I booked as soon as I heard there was an opening date for the highly-regarded Star at Harome’s first sibling. For this converted 1836 pump house in the centre of York, a glorious location by the banks of the Ouse, above Dame Judi Dench Way, with huge, plate-glass windows looking on to Museum Gardens. I booked before most of these chaps carousing on the crushed velvet banquettes even knew it existed.</p> <p>There follows a stand-off of surprising intensity. Tweedy Justin ain’t budging, and neither am I. My pal looks as though he wishes the tartan carpet would open up and swallow him. Justin blusters off, finally returning with the deathless instruction, “I’ve managed to find a table. C’mon then, you.” Blunt Yorkshiremen, indeed.</p> <p>There’s more Yorkshireness on the menu. I’m not being sneery: they milk it themselves with tea called “Ee by gum… Madam!” and home-cured charcuterie announced as a “Yard o’ Yorkshire”. Tweeness aside, this is a lust-inducing cracker of a place, a posh gastropub with wit. Chef Andrew Pern has spoken about a ”rich man, poor man” approach to dish planning, so we find Harome-shot roe deer in cottage pie and carpaccio of beer-fed (!) Dexter fillet with corned beef fritters. Portions are Brobdingnagian, fuel for the fields rather than a potter round chichi cobbled streets. There’s a “terrine” of oxtail, a towering barrel of slow-cooked, shredded meat titfered with two mini Yorkshire puddings. Hot, carroty gravy (“ale’n’onion soup”) is poured over from a silver urn. So it’s a surprise to find the “terrine” is stone cold. Is this deliberate? “Yes,” says our cheery server, “Andrew says it’s supposed to be ambient.” Odd, yes, but it buffets you with vast, beefy flavours and would easily feed two. It’s a starter.</p> <p>More refined is my “cassoulet” of excellent, smoked “Hodgson’s of Hartlepool” haddock (a direct import from the mothership) in cream sauce flecked with fresh herbs loaded with the tiniest, tautest haricot beans, so fine they could be Sicilian heritage cannellini.</p> <p>“Butter roast” suckling pig comes with a stout, squidgy sausage roll, the filling spiked with dried fruit and Christmassy spices. Way to a girl’s heart, in every sense. The crackling crackles, the rich, sticky gravy hums with apple brandy. It’s the size of a baby’s head. There’s roast rump of lamb, pink, chewy, with the kind of ovine honk more often associated with hogget. It’s dotted with barley, and there’s bubble and squeak and “Yorkshire salad”, which mostly features little gem and mint. For pudding, there’s parkin (a touch burnt), and Welsh rarebit, four Bunterish slices, slippery with onion jam and served with a vat of fruity chutney in case your buttons are ever in danger of fastening again.</p> <p>Snarky metropolitan types might snigger at loos titled “Helgas” and “Olafs”, or at wall art of a knitted pig’s head, or the dreaded crossed chive garnish. And the kitchen could lose 98% of the truffle oil it’s so keen on; the smell hits you as you walk in. But this is a splendid restaurant. At night, it’s like the approach to a fairy castle, the city’s beauty creating the kind of ambience designers can only dream of. Justin chases us out the door when we leave: “Well,” he barks, “did you like it?” It’s fabulous, I gush. Cardinals' Freese traded to Angels

He is incredibly old, but seems very young. He is wise beyond belief, but can be incredibly naive. He is sophisticated and learned, but doesn't know the first thing about some of the most basic social skills. Most of all, he cares deeply, and yet he can be rude and insensitive, tactless and gauche. When he stays with Craig Owens we see just how much he doesn't 'get' humans.</span><br /><span style="font-family: Verdana, sans-serif;">To his enemies, these contradictions are even more marked. This is a Doctor who won't flinch at the death of an opponent, but who deeply feels the loss of every friend. He might come across as ineffectual and dithering, but this masks the determination and steel that have been the downfall of even the most ruthless creatures. Old, wise, clever. Young, enthusiastic, witty. Caring, emotional, introspective. Uncompromising, determined, ruthless. Whatever else he may be he is the Doctor.</span><br /><span style="font-family: Verdana, sans-serif;"><b><br /></b></span><span style="font-family: Verdana, sans-serif;"><b>The Tenth Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">The Tenth Doctor was one of extremes. For the most part he exhibited a joy of life that contrasted with the dark, more introspective moments of his predecessor. But his mood could turn in a moment. Faced with injustice or cruelty, the mild, witty facade dropped away to reveal someone who would offer no compromise; no second chances.</span><br /><span style="font-family: Verdana, sans-serif;">More than one of the Tenth Doctor's enemies underestimated him. For all his humour and evident love of humanity and tenderness towards his friends, the Tenth Doctor could be more dangerous and ruthless than any other.</span><br /><span style="font-family: Verdana, sans-serif;">But unlike many of his opponents, the Doctor knew the depths of his capability. At times he scared himself - and understood just how much he needed first Rose, and later Martha and Donna to keep him in check. When he became human as John Smith on Earth in 1913, it was not because he was scared of what The Family Of Blood would do if they found him. He was scared of what he himself would do to them.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Ninth Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">On the face of it, the Ninth Doctor was more human than his predecessors. He dressed without flamboyance and he spoke without affectation. This was not a Doctor who quoted or postured, but one who got on with things and described them as they are. </span><br /><span style="font-family: Verdana, sans-serif;">But he was also a very alien Doctor the contrast made his otherworldliness seem more extreme. When his priorities or outlook differed from his companion Rose's, it was very obvious and it jarred. The Ninth Doctor was a mass of conflicts and paradoxes. He made light of danger and relished adventure. Yet he was also painfully conscious that he was the last of the Time Lords and that it was he himself who brought the last great time war to it's devastating conclusion.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Eighth Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">Although he only appeared in a single adventure - and shared his screen time in that with the Seventh Doctor - the Eighth Doctor was as fully defined as any of his incarnations. He amply demonstrated the same wit and intelligence and is, in many ways, the most 'human' of all. </span><br /><span style="font-family: Verdana, sans-serif;">For one thing, this is a Doctor who not only mentioned his own parents, but also claimed to be half human on his mother's side. Whether there is any truth to this is unconfirmed, but the Master later seems to believe it. Whatever his possible origins, the Eight Doctor was every bit as driven and committed as his predecessors. He would stop at nothing to save the world and displayed typical lateral thinking to achieve it. When he needed a police motorbike, he took the policeman's gun and threatened not to shoot the policeman but to shoot himself.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Seventh Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">The Seventh Doctor was full of contradictions and paradoxes. In the same way that the Second Doctor often seemed to defeat his enemies almost by accident, so the Seventh Doctor came across as a bumbler and a clown. But again beneath this buffoonery, there were glimpses of his deep intelligence. </span><br /><span style="font-family: Verdana, sans-serif;">While he seemed to stumble from one adventure to the next, the Seventh Doctor was also a master strategist. He planned ahead, working to an unseen but long-established agenda. His whole relationship with Ace was apparently based on his calculation that his ancient enemy, Fenric, would soon make his move in an epic game of chess where the Doctor had planned many moves ahead.</span><br /><span style="font-family: Verdana, sans-serif;">How much of the Seventh Doctor's advanced planning was actually that - whether to play the game of Fenric, or to lure to the Daleks or Cybermen in to traps he engineered long ago - we shall never know. Perhaps it really was all just bluster, last-minute reactions, and luck.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Sixth Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">The Sixth Doctor was larger in life in every way. Even the clothes he wore were extravagant and garish - a multi-coloured riot. He was loud and brash, and self-confident to the point of arrogance. It rarely seemed to occur to him that anyone else might have a useful thought or opinion. </span><br /><span style="font-family: Verdana, sans-serif;">But, like other Doctors, his brash exterior hid a softer, quieter core. Occasionally, we caught glimpses of the Doctor behind the showman. But whether he was loud and demonstrative, or more introspective, this was the same Doctor as ever.</span><br /><span style="font-family: Verdana, sans-serif;">He had a deep sense of justice and fairness and a passionate desire to see injustices corrected. Never was this more apparent than when he was put on trial by the Time Lords, and discovered that his own society was corrupt and rotten to the core.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Fifth Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">Younger in appearance than any of the previous incarnations of the Doctor, the Fifth Doctor suffered more than his previous incarnations from his regeneration. He needed the stable, uncomplicated environment of the TARDIS Zero Room to recover. But he soon displayed the same wisdom and drive as the others. </span><br /><span style="font-family: Verdana, sans-serif;">The Fifth Doctor was in many ways the human and sympathetic Doctor so far. He became almost like the head of a family, his companions without exception having suffered loss - Tegan's aunt and Nyssa's father were both killed by the Master; Adric's brother was a victim of the Marsh Men; Turlough was exiled from his planet and family; Perri was escaping from a dysfunctional family..</span><br /><span style="font-family: Verdana, sans-serif;">The Fifth the Doctor provided all these young people with a safe haven; a home. When things became too much for Tegan and she left, the Doctor was devastated by the thought that he had let her down. </span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Fourth Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">The Fourth Doctor was perhaps the most "alien" of all his incarnations. Sometimes aloof, always surprising, he constantly wrong-footed his enemies- and often his friends as well. He cut a distinctive figure with his wide-brimmed hat and long scarf, but his appearance was deceptive. He might have seemed like a Bohemian eccentric, but his mind was as sharp as ever. This was a Doctor whose breadth and depth of knowledge was unrivalled.</span><br /><span style="font-family: Verdana, sans-serif;">In amongst the mixture of wisdom and buffoonery there was a darkness. The Fourth Doctor was an often lonely wanderer in eternity. It was in the quiet moments, when the act dropped away, that we saw the real character of the Fourth Doctor. But for most of the time he seemed larger than life - a life in to which he was determined to cram as much experience and incident as he possibly could.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Third Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">In contrast to his predecessor, the Third Doctor was tall, suave, sophisticated man of action. More of an "establishment" figure than any other incarnation, the Third Doctor spent his time - at first unwillingly - as Scientific Advisor to UNIT. He was a scientist, a raconteur, a bon vivant. Like the First Doctor he never suffered fools gladly - especially bureaucrats and civil servants.</span><br /><span style="font-family: Verdana, sans-serif;">The Third Doctor was also perhaps the most physical, dispatching opponents with his own brand of Venusian Aikido. Again, unlike his predecessors he did not shun technology but revelled in it - intrigued by gadgets and losing no opportunity to build some scientific device to do anything from open a door to detect delta particles or a rogue TARDIS.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The Second Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">The second Doctor was a distinct contrast to the First. He was much younger, and seemed like a different person in almost every way. The first Doctor's short temper was replaced with a forgiving good humour. Wisdom seemed to have given way to an amateurish combination of guess work and luck. </span><br /><span style="font-family: Verdana, sans-serif;">But this was a bluff, an act, on the part of the Doctor. Beneathe the surface was the same passion for justice and fairness. His humour could give way to a deep anger at his enemies, and the bluster and apparant reliance on luck masked the same dept of knowledge and ability as the Doctor has always displayed. Every thing about the Second Doctor invited his enemies to underestimate him - and they did so at their peril.</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><b>The First Doctor</b></span><br /><span style="font-family: Verdana, sans-serif;">When he was younger, the Doctor was a much older man than he is now. The First Doctor was elderly and irritable, apt to lose his temper with his companions. He didn't suffer fools gladly. But he exhibited all the wisdom and desire for justice of later Doctors. </span><br /><span style="font-family: Verdana, sans-serif;">When he first appeared, travelling with his granddaughter, Susan, the Doctor was an enigma - his companions didn't even know where he came from. At first, he was wary of more company - and even blamed Ian and Barbara for sabotaging the TARDIS. But gradually he came to appreciate and value their company, especially after Susan's departure...</span><br /><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><br /></span><span style="font-family: Verdana, sans-serif;"><br /></span>

<p>21st November 2013 – The medicines regulator has announced that all manufactured herbal medicines will have to be authorised before they can be sold in the UK.</p> <p>After the end of April 2014, retailers will no longer be able to sell unlicensed herbal medicines that are not registered under the Traditional Herbal Registration, or THR, scheme.</p> <p>Until now, old stock of unregistered products has been able to be sold.</p> <p>THR registration doesn’t mean herbal products have been proved to be effective, but it does mean they meet safety and quality standards. They also have to be sold with patient information about how the product should be used and any warnings.</p> <p>Registered products can be identified by the THR logo and a THR number.</p> <p><img align="" alt="200x200_new_herbal_remedies_registration" border="0" src="http://img.webmd.boots.com/dtmcms/live/webmd_uk/consumer_assets/site_images/articles/thumbnails_daily_images/2010/BOOTS_HOMEPAGE_REDESIGN_THUMBS/110x70/200x200_new_herbal_remedies_registration.jpg"></p> <p>In a statement, Dr Linda Anderson from the MHRA’s Licensing Division says: “Natural doesn’t always mean safe and some unlicensed herbal products can be harmful and some may have serious side effects.</p> <p>“It is now nearly 10 years since the implementation of the European Directive on herbal medicines. Companies have had this time to bring products up to appropriate standards and apply for a THR registration. “ </p> <h3>Consultations with herbalists</h3> <p>The THR scheme does not cover face-to-face consultations with herbalists and practitioners of traditional Chinese medicine. The Department of Health is working on plans for them to allow them to continue their trade providing they join a register.</p> <p>In a statement, a Department for Health Spokesperson says: “The regulation of herbalists and traditional Chinese medicine practitioners has been a matter of debate for over 10 years. In February 2011 we announced our intention to regulate these practitioners, and since that time we have been working through the issues involved, including with other UK governments.</p> <p>“As a result of the complexity of the outstanding issues, a working group is being established to consider matters relating to patient protection when using unlicensed manufactured herbal products, increasing the use of herbal product licensing to minimise risk to consumers, and to consider how best to ensure these products do not cause harm to consumers.</p> <p>“We must make sure that whatever approach is taken addresses any potential risks to consumers as well as the needs of practitioners.”</p> //<!--[CDATA[ jQuery(".gmframe").load(function (){jQuery(this).remove();}); //]]--> <br><br>
