Tourism is a $20 billion a year revenue generator for the Commonwealth, generally providing 5:1 return in tax revenue and supporting 207,000 jobs. Dollars invested in tourism are proven to provide a 5:1 return in tax revenue for Virginia, and the grant awards and matching funds provide a stimulus to localities seeking to increase tourism visitation and revenue. Other SWAC localities receiving tourism grants are $3,466 to the Stonewall Jackson Hotel and Conference Center in downtown Staunton to increase bus tour business; $3,881 to the Artisans Center of Virginia for website development; and $5,000 to the Waynesboro Tourism for their Mountains to Main Street marketing campaign. Virginia's tourism industry is marketed as <a href="http://www.virginia.org/">Virginia Is For Lovers</a>, promoting love at the heart of every Virginia vacation.

Reporter Michael Phillips with the <a href="http://trainingcamp.blogs.timesdispatch.com/2013/08/16/governor-makes-visit-at-redskins-camp-discusses-future-va-stadium/">Richmond Times-Dispatch</a> wrote: <blockquote>Speaking with reporters, [McDonnell] praised the site and the team as being a business driver for the state. “When they approached us about looking at different sites, we said we didn’t want them going back to Carlisle, to Pennsylvania or someplace like that,” he said. “Our economic development people did a tremendous job putting together an incentive package to keep them here. At Fan Appreciation Day on August 2, when over 25,000 supporters lined up along the street and around the block, McDonnell expressed the excitement of Virginians at having the facility in Richmond. Springston, the newspapers environment reporter who was covering McDonnell's tour of an oyster shucking facility in the Northern Neck, had earlier lost his footing and fallen. He had broken his arm in the fall but didn't realize it at the time. Reporter John Hoke picks it up from there: <blockquote>The tour included a boat ride to a nearby oyster ground. Springston said that when he jumped into the boat, he stumbled and reached out with his left arm to catch himself. “He landed kind of funny,” said Todd P. Haymore, Virginia secretary of agriculture. “The governor caught him.”</blockquote>Even though his arm was hurting, Springston carried on with his interview of McDonnell. It was while reviewing those notes that he fainted and crumpled onto the floor of the boat and, when he came to, the Governor was leaning over and tending to him until EMTs arrived to take him to Rappahannock Hospital where the broken arm was discovered and treated. <blockquote>Springston said the governor called him at home Wednesday evening to see how he was doing. “I’m just glad Rex is doing alright,” McDonnell said in an email. “That was a frightening moment for everyone. It did give me a chance to use some of my old Army medical skills, but I think we both would have preferred to not have had that opportunity.”</blockquote>It's nice to see a human interest story and a <a href="http://bearingdrift.com/2013/08/15/bob-mcdonnell-isnt-in-the-washington-post-today/">break from the negativity</a>. It's a move that will provide students with access to lab equipment and classroom space, and open a world of possibilities. The goal of STEM -- an acronym for Science, Technology, Engineering, and Math -- is to help close the gap between education and industry, and further the economic vitality of the region. The overall program motivates students with hands-on learning to solve real problems with real solutions in a real-world situation. <a href="http://www.isa.org/InTechTemplate.cfm?template=/ContentManagement/ContentDisplay.cfm&ContentID=83593">InTech</a> reported in 2010 that STEM was a necessary part of future education because "most jobs of the future will require a basic understanding of math and science—10-year employment projections by the U.S. Department of Labor show that of the 20 fastest growing occupations projected for 2014, 15 of them require significant mathematics or science preparation." They also noted, "The 2010 ACT College and Career Readiness report found only 29% of the tested 2010 graduates are considered college-ready in science and 43% are considered college-ready in math." The STEM Academy curriculum works toward leveling the playing field for American students, offering them an opportunity to learn in an innovative, engaging classroom where they will develop critical thinking skills through hands-on, project-based learning. STEM Academy students will receive dual enrollment credits for all courses, allowing them the option to work toward a college degree. Additionally, the STEM Academy will offer transfer possibilities through articulation agreements with local colleges and universities for students wishing to continue their education. STEM Academy students will also be able to earn industry certifications, allowing for job readiness upon program completion. The Governor, who is fulfilling a campaign promise to Virginia students, noted, "We set a goal of making sure that every student, regardless of their zip code, would have access to a high quality education," and continued: <blockquote>“Making sure Virginia’s students have access to the best education possible is the single most important thing we can do to ensure their success in the future. In today’s highly technical global economy, careers in science, technology, engineering and math are on the rise. "In order for our students to be successful and fill rapidly expanding technical jobs, we must ensure mastery of the STEM subjects. Over the last three years, we have seen a doubling of STEM academies in the Commonwealth. "Today, I am pleased to join XLR8, Central Virginia Community College and AREVA to cut the ribbon and officially open the Commonwealth’s 16th STEM academy. STEM academies are partnerships created between K-12 schools and our colleges which provide our students with new opportunities through the use of state of the art labs, access to instructors at the college level, and the ability to earn dual course credit.”</blockquote>Providing more science, technology, engineering, and math to students is a partnership of private business and government. In Lynchburg, the new STEM school has been a joint effort of Region 2000 Technology Council, Future Focus Foundation and Workforce Investment Board; Central Virginia Community College; the school divisions of Amherst, Appomattox, Bedford, Campbell and Lynchburg; and area business partners including AMTI, AREVA, The Babcock and Wilcox Company, Centra, Delta Star, and Wells Fargo. Governor Orders State Flags to Fly at Half-Staff Friday and Saturday On Wednesday, Virginia's Governor Bob McDonnell ordered all state flags to fly at half-staff on Friday and Saturday in memory of U.S. Senator Harry F. Byrd, Jr., 98, who passed away Wednesday morning. Governor McDonnell noted the order and commented on the Senator's passing: <blockquote>“This morning, Harry F. Byrd, Jr., America’s oldest living former senator, passed away at his home in Winchester. This is a sad day in the Commonwealth. A chapter of our history has concluded; we’ve lost a good and decent person and a dedicated public servant. "Senator Byrd was a son of the Valley. He was born in Winchester. While he would go on to attend school at VMI and UVa, serve our nation in World War II, represent the area in the State Senate, and then serve three terms in Washington as a United States Senator, it was always true that in spirit and in soul, Harry F. Byrd, Jr. never left the Valley that he loved. "Senator Byrd was an iconic figure in Virginia history. He lived through a century of immense change, both here at home and abroad, and he never sat on the sidelines. From his time in public office to his long career in journalism, Harry F. Byrd, Jr. was at the center of the great debates and policy discussions that marked our nation’s path forward. He made his mark as a strong fiscal conservative, always committed to ensuring that taxpayer dollars be wisely and conservatively utilized. This week he is part of a U.S. State Department trip to Kuwait and Afghanistan to visit with American troops. On Tuesday the Governor wrote about his mission: <blockquote>As you read this email I'm currently visiting with our troops in Afghanistan. This trip began at the start of the week, but due to security requirements we weren't able to make it public until today. On Monday I joined Montana Governor Steve Bullock for a briefing at the Pentagon, followed by a very moving experience meeting with wounded warriors at Walter Reed National Medical Center. I cannot say enough about the bravery and the courage shown by these great American patriots who have given so much so that we may be free. Yesterday we arrived at Ali Al Salem Air Base in Kuwait and traveled to Udairi Army Air Field where I got to hold a town hall with Virginians serving there. The first thing I did was thank them, on behalf of all Virginians, for their service. After breakfast this morning with the troops we were back in the air, arriving here in Kabul a while ago. We will remain in Afghanistan today and tomorrow, and continue meeting with Virginia soldiers and military leaders. Friday we will travel to Germany and visit a military medical facility to again meet with men and women who have been wounded in the service of our country. Part of that visit will be a little bit of a homecoming for me. I served in the Army in Germany in the late 70's as a platoon leader with the 2nd Armored Division, including running a medical clinic for our post. It will be nice to be back. As Virginians, we have a close and historic relationship with the American military. This great Commonwealth can rightly be called the "home of America's Armed Services." From the Pentagon to Langley to Fort Lee to Naval Station Norfolk, the military defines our communities, employs our loved ones, and is an integral part of the fabric of life in this great state. I know that like myself, our daughter Jeanine who served in the Army in Iraq, and both my father and my father-in-law, so many of you have served our nation with honor and valor. Thank you for your service. And I also know that many of you who are reading this have loved ones in harm's way at this very moment. Our prayers and our deep appreciation are with you and your family. This is a trip I've looked forward to for a long time. Freedom is not free. Everyday we wake up safe and secure because our neighbors, co-workers, family members and friends have volunteered to leave the peace of home for the danger and uncertainty of our world's most volatile locations. On this trip, I'm telling them, on behalf of all of us, thank you. The people of Virginia will never forget their service, their courage, their sacrifice. God Bless Our Troops.</blockquote>

Friends and supporters of Governor Bob McDonnell have set up a legal defense fund to help with legal expenses and defend his record in office against attack. The nonprofit 527(e)(1) Restoration Fund's board consists of Virginia Beach attorney Stanley Baldwin, Hampton roads businessman and entrepreneur Tom Knox, and Virginia beach attorney Jason Miyares. Board chairman Baldwin commented: <blockquote>"We believe that Bob McDonnell has complied with the laws of Virginia as they relate to financial disclosures. For a decades-long public servant like Governor McDonnell, the legal fees being incurred by the investigations spurred by the case against the former mansion chef could be ruinous. The Governor's friends want to ensure that he can wage a vigorous defense and clear his good name. Bob McDonnell's over four decades of public service to Virginia and the nation, in the U.S. Army, as a prosecutor, Delegate, Attorney General and as Governor has always been one of leadership and conviction.”</blockquote>The fund will not accept contributions from any Virginia state employees, administration officials, board or commission appointees, or anyone who personally has or is a major shareholder, director, or executive of any entity with business before the Commonwealth. The just-released <a href="http://www.quinnipiac.edu/institutes-and-centers/polling-institute/virginia/release-detail?ReleaseID=1923">Quinnipiac University poll</a> shows the overwhelming majority of Virginians are not clamoring for the Governor to resign, with 61 percent saying no, he should not, and 24 percent undecided. Quinnipiac also noted, "Among voters who say they voted for McDonnell in 2009, 84 percent say they would vote for him again...." Also, a new <a href="http://roanoke.edu/News_and_Events/News_Archive/RC_Poll_July_2013.htm">Roanoke College poll</a> shows that most Virginians are not paying attention to the story involving Star Scientific, Jonnie Williams, and Governor <a href="http://vapolitics.us/2013/07/the-mcdonnell-affair-context-and-perspective/">Bob McDonnell</a>: <blockquote>... more than half (60%) of registered voters said they have not been following it closely at all. Only 9 percent said they have been following closely, and 25 percent said they have been following it somewhat closely.</blockquote>Radio host <a href="https://www.facebook.com/TheJohnFredericksShow">John Fredericks</a> recently weighed in on the issue: "Gov. Now add Bob McDonnell to that list. Conservative bloggers like <a href="http://bearingdrift.com/2013/07/10/on-conservativsm-vs-access/?utm_source=feedburner&utm_medium=email&utm_campaign=Feed%3A+bearingdrift+%28Bearing+Drift%29" target="_blank">Willie Deutsch at Bearing Drift</a> have joined with Democratic bloggers in the mindless act of becoming participants in attacking the Virginia Republican Governor. What should be more disconcerting is the effect this circular firing squad will have on GOP gubernatorial candidate Ken Cuccinelli who has also been <a href="http://www.c-ville.com/cuccinelli-mcdonnell-and-the-star-scientific-scandal-that-just-keeps-growing/#.Ud68GW2kNRw" target="_blank">caught up in the controversy with his own issue of unreported gifts</a> from Star Scientific and Jonnie Williams. When the far right is done with Bob McDonnell, will they then turn their guns on Cuccinelli? In the words of Richmond Times-Dispatch political writer <a href="http://www.timesdispatch.com/news/state-regional/government-politics/jeff-schapiro/schapiro-even-mcdonnell-s-friends-bracing-for-the-worst/article_245b13e4-371b-54cc-ab69-08165cdc980b.html">Jeff Schapiro</a>, "... all Democrats have to do is watch a great Republican tradition: cannibalism." The hemorrhaging needs to stop. Interestingly enough, in the shadows away from this controversy stands Lieutenant Governor Bill Bolling. The far right had its fair share of attacking him earlier this year by calling him a RINO and questioning his conservative credentials. In hindsight, perhaps Bolling did the wisest thing by stepping aside in this toxic environment. Meanwhile, as Jim Hoeft  <a href="http://vapolitics.us/2013/07/bollings-office-says-business-as-usual/" target="_blank">reported,</a> it's business as usual in the LG's office as he goes about the job of working for the people of Virginia. The LG is also on the minds of the editorial board at Charlottesville's <a href="http://www.dailyprogress.com/opinion/editorials/bolling-in-shadows-as-mcdonnell-s-star-plunges/article_8311a3ea-e9c3-11e2-833f-0019bb30f31a.html" target="_blank">Daily Progress</a>, wondering what if concerning Bolling's aborted campaign for Governor. Noting the issues surrounding the Governor, the <a href="http://www.dailyprogress.com/opinion/editorials/bolling-in-shadows-as-mcdonnell-s-star-plunges/article_8311a3ea-e9c3-11e2-833f-0019bb30f31a.html" target="_blank">Daily Progress</a> wrote: <blockquote>“Much of this has occurred on center stage during a summer that was supposed to have belonged to Republican Lt. Gov. Bill Bolling, a better man who stands in the shadows, cast there by a party that failed him and failed Virginia. Undercut by state GOP leaders whose political IQ’s can only be measured in minuses, Bolling was thrown to the side by Attorney General Ken Cuccinelli, a man with more baggage than Samsonite. Rather than hold a primary to allow voters to select the next Republican candidate for governor, party string-pullers conducted the rough equivalent of a meeting in a smoke-filled room, holding a convention to hand Cuccinelli the nomination. Bolling could have taken his shot in 2009 — surely, he wishes now that he had — but he agreed to stand aside to unify the party, paving the path to McDonnell’s sweeping victory. The idea was that Bolling would wait his turn until 2013. Then along came Cuccinelli. One wonders how strongly the capital’s most powerful Republican stood for the friend who helped him win election. There are apparent prices to be paid for McDonnell’s friendship. Williams is Exhibit A, evidently. That has stirred rumblings about McDonnell’s possible early departure from Richmond. A conservative blogger claimed over the weekend that two sources told him the governor was preparing to resign in a plea deal to avoid ethics charges. McDonnell’s staff quickly denied the rumor. It’s a sign of how deep the governor is in his own mess. Were he to be forced out, moving Bolling into the mansion, Virginia would be served in the interim by a leader superior to the alternatives being offered up for the fall. Perhaps Bolling might gain fuel enough for a write-in run. That might be a dream, but it is far pleasanter than the nightmare now being lived out in the state’s highest office.</blockquote>What the far right's circular firing squad is doing is driving people like Laura Lennox of Richmond to<a href="http://www.timesdispatch.com/opinion/your-opinion/letters-to-the-editor/article_2d1648dc-9440-5bf3-968b-678c444fd32a.html" target="_blank"> consider a write-in vote for Bill Bolling</a> while others have <a href="https://www.facebook.com/pages/Write-in-Bill-Bolling-for-Virginia-Governor-2013/599114856787021?hc_location=timeline" target="_blank">taken to Facebook.</a> The loser in all this is the Republican Party, both statewide and nationally. Maybe we all need to reconsider the 11th commandment often quoted by Ronald Reagan: Thou shalt not speak ill of another Republican.

It was a busy weekend but would have loved to attend Governor Bob McDonnell's kick-off of the opening of Powhatan State Park located on the banks of the James River. The <a href="http://www.timesdispatch.com/news/local/central-virginia/powhatan/gov-mcdonnell-helps-dedicate-new-state-park/article_173fbe7e-e66f-11e2-bc9d-001a4bcf6878.html">Richmond Times-Dispatch</a> reported: <blockquote>The park, the 36th in the state’s park system, is the first to open in central Virginia since 1946. On the river’s southern bank, it sits on 1,564 acres with 2.5 miles of river frontage. The land, in the northwestern corner of Powhatan County, was previously part of the property of the neighboring Beaumont Correctional Center.</blockquote>With more than 1,500 acres, the park is the 36th in the state park system. <a href="http://www.wric.com/story/22773933/new-va-state-park-to-host-mountain-bike-center">WRIC TV-8 reported</a>: <blockquote>The governor also announced funding of $50,000 to serve as seed money in developing an International Mountain Biking Association ride center at the park. The park will eventually include camping, cabins and other improvements.</blockquote>The land is very familiar to my husband who grew up in that part of the Commonwealth so we hope to soon check out this latest edition to the Commonwealth's state parks.

Shoulders and medians will be mowed and trash picked up as the Commonwealth readies for America's birthday. Governor Bob McDonnell announced the cleanup on Tuesday, noting: <blockquote> “A clean, well-cut roadway enhances the state’s appearance for residents and visitors, but of greater importance is the effort to improve a motorist’s ability to see signs, guardrail and oncoming traffic, and to pull over during an emergency. The Governor has made reducing homelessness a goal in his administration, and noted: <blockquote>“Preventing and ending homelessness is a significant component of our ongoing efforts to build a healthy and prosperous Commonwealth, and I am pleased that such positive progress has been made in reducing homelessness in Virginia. "A focus on this important effort, and shifting some resources from shelters to rapid re-housing, has led to more Virginians living in safe, stable homes. More Virginians today have a place to call home, and that is great news for them and for our entire Commonwealth. However, despite this tremendous progress, we still have much work to do, and that’s why our efforts to further reduce homelessness across Virginia will only increase moving forward. Our work will not be done until all Virginians have a home.”</blockquote>The Governor's Monday press release: <blockquote>Governor Bob McDonnell announced today that overall homelessness in the Commonwealth has declined 16 percent from 2010 to 2013 with a 17 percent decrease in family homelessness in the same period.  Of special note is the decrease in homeless veterans, where between 2012 and 2013 there was an 18 percent reduction in the number of veterans experiencing homelessness. The new numbers originate from annual point in time data collected by local Continuum of Care groups across Virginia in January each year and compiled by the Virginia Department of Housing and Community Development. Early in his administration, Governor McDonnell issued Executive Order 10 creating a housing policy framework, including policies to more effectively address the issue of homelessness. The resulting Homeless Outcomes Advisory Committee Report and Recommendations set the goal of reducing overall homelessness by 15 percent by 2013. The successful reduction of homelessness can be largely attributed to the shift in focusing resources to rapid re-housing, moving people into permanent housing more quickly while providing appropriate services through community resources. Senior Economic Advisor Bob Sledd and Dr. Bill Hazel, Secretary of Health and Human Resources, spearheaded the Homeless Outcomes Advisory Committee, which identified five primary goals to reach the targeted reduction in homelessness.  The collaborative efforts of many at the state and local levels and working through private and public agencies and organizations, including the National Alliance to End Homelessness, have provided the structure for this successful effort.  The reductions in homelessness have resulted from shifting some state resources from traditional shelter services to rapid re-housing. Additional resources were provided in the FY2013 budget for rapid re-housing and permanent supportive housing with continued support in the FY 2014 budget.</blockquote>

Governor Bob McDonnell announced on Friday that the speed limit on the 495 Express Lanes in Northern Virginia will increase from 55 mph to 65 mph. The speed increase will take effect on or about June 24 and provide Northern Virginia drivers with an even faster, more predictable option on the Capital Beltway in Virginia. The Governor commented: <blockquote>“The 495 Express Lanes are helping to alleviate traffic congestion along one of the most congested roadways in the Commonwealth. The new speed limit increase will help Northern Virginia Beltway drivers save even more time on their commute. A faster trip on the Express Lanes improves access to key employment centers, sets the region up for growth and makes Northern Virginia an even more attractive place to live and work.”</blockquote>While the speed limit on the 495 Express Lanes will increase to 65 mph, the speed limit on the mainline Beltway lanes will remain 55 mph. Capital Beltway drivers in Northern Virginia should expect to see signage changes reflecting the speed increase on or about June 24 (weather permitting). New sign installation will not occur during rush hour and will not disrupt traffic. Another announcement will be made when the speed limit change is in effect. Safety remains a top concern on all Virginia roads including the 495 Express Lanes. As the Express Lanes are a new travel option in Northern Virginia, drivers are reminded to make sure they know the rules of the road before taking their first trip in the Express Lanes. When traveling in the 495 Express Lanes drivers should mind the barrier that separates the mainline Beltway and the Express Lanes and avoid distractions, as distracted driving increases the risk of an accident four-fold. The 495 Express Lanes operate 24 hours a day, seven days a week. Dynamic pricing based on real-time traffic conditions manages the demand for the lanes, keeping the Express Lanes moving. Mitchell</div> Since 2010, Virginia Governor Bob McDonnell has restored the voting rights of 4,843 nonviolent felons, a campaign goal the Republican leader has pursued for years. Effective July 15, he will automatically restore those rights to nonviolent felons on an individual basis, writes reporter Olympia Meola at the <a href="http://www.timesdispatch.com/news/state-regional/government-politics/article_08d1b42c-c80c-11e2-8950-0019bb30f31a.html">Richmond Times-Dispatch</a>: <blockquote>Gov. Bob McDonnell today will announce that he is automatically restoring the voting rights of nonviolent felons on an individual basis. The sweeping administrative action -- while not an instantaneous blanket restoration -- is as far as the governor can go within current Virginia law, administration officials said. ... Janet Kelly, Secretary of the Commonwealth, added, "We are on the as-soon-as-possible timeline." </blockquote>Wednesday's announcement is just the latest installment on an issue McDonnell has been working on since the beginning of his administration. Reporter Meola explained the process: <blockquote>McDonnell's change applies only to nonviolent felons. Under current procedures, there is a two-year waiting period before a nonviolent felon can apply for restoration of rights. Under the current process, the governor does not have to approve any particular application. McDonnell is removing the waiting period and the subjectivity. Once the administration verifies that a nonviolent felon has completed his sentence and probation or parole, and paid all fines and restitution, the governor will send the person a letter restoring his rights, provided the individual has no pending felony or misdemeanor charges.</blockquote>Staff members have said that former prosecutor McDonnell believes in punishment but he also believes in redemption and opportunity. "Virginia is one of only four states to permanently take away the right to vote from citizens with felony convictions," write <a href="http://www.timesdispatch.com/opinion/their-opinion/columnists-blogs/guest-columnists/article_c18839be-533d-59b2-b534-1141836873f8.html">Darrell K. White and Mark Croston</a> at the Times-Dispatch. White, president of the Baptist General Convention, and Croston, president of the Virginia Baptist State Convention, noted that "restoring voting rights sends the message that citizens who want a second chance are welcome as full members of our communities," and added: <blockquote>Gov. Bob McDonnell understands this. A man of deep Christian faith himself, he has repeatedly called on the General Assembly to pass a constitutional amendment to automatically restore rights to people with nonviolent felony convictions upon completion of their sentences. “Once individuals have served their time, and paid their fines, restitution and other costs, they should have the opportunity to rejoin society as fully contributing members,” McDonnell said in a January statement. “As a nation that believes in redemption, we want more productive citizens and fewer people returning to prison.” ... Unfortunately, the governor’s pleas to the legislature have gone unheeded. The General Assembly has refused to pass several proposals for automatic voting rights restoration, leaving no further legislative options. But there is another way. While Attorney General Ken Cuccinelli recently announced his view that McDonnell does not have the constitutional authority to issue an executive order to automatically restore civil rights for citizens with felony convictions after they have completed their sentences, we disagree with that analysis. The Virginia Constitution makes it clear that the governor has the exclusive power to do so, making a difference for hundreds of thousands of citizens who have paid their debts to society. </blockquote>Perhaps in a bit of "me, too" campaign enthusiasm, Republican gubernatorial candidate Ken Cuccinelli jumped the Governor's planned announcement with one of his own on Tuesday. <a href="http://hamptonroads.com/2013/05/cuccinelli-has-change-heart-felons-voting-rights">Virginian-Pilot</a> reporter Julian Walker took a look at Cuccinelli's change of heart<a href="http://hamptonroads.com/2013/05/cuccinelli-has-change-heart-felons-voting-rights"></a>: <blockquote>Time and again during his state Senate service, Ken Cuccinelli opposed attempts to change Virginia’s Constitution so certain nonviolent felons automatically regain their voting rights. Now, the attorney general and Republican gubernatorial candidate has positioned himself at the vanguard of efforts to improve the state’s rights-restoration process, saying he has had a change of heart.</blockquote>Governor McDonnell has public opinion on his side as well as the Baptist Assembly, the Catholic Conference of Virginia, the United Methodist Church, and the Presbyterian Church USA, proving once again to be a leader who is willing to fight for the issues that are important for Virginians.
