The Philippines, apparently. <br /><br />This week, in honor of Valentine's Day, the Philippine government sponsored mass-wedding ceremonies for hundreds of couples. It seemed fitting for a country that marked Valentine's Day 10 years ago by setting a world record for the number of couples simultaneously kissing for 10 seconds (the final tally: 5,122). And it's also appropriate for a country where a whopping 93 percent of people report feeling loved.<br /><br />That last stat comes from what the economist Justin Wolfers has described as "the most comprehensive global index of love ever constructed." In 2006 and 2007, Gallup asked people in 136 countries whether they had experienced love the previous day. The researchers found that on a typical day, roughly 70 percent of the world's population reports feeling love. The world leader in love turned out to be the Philippines, where more than 90 percent said they had experienced love, and the world's laggard Armenia, where only 29 percent of respondents did. In the United States, 81 percent replied in the affirmative. In a meeting with envoys from Saudi Arabia, the United Arab Emirates, and other Gulf states, Sherman said that any bargain with Iran would likely leave Tehran, the Gulf states long-time enemy, with the capacity to enrich uranium, according to U.S. officials briefed on the encounter.<br /><br />Sherman regularly briefs these allies after diplomatic talks with Iran, but in recent weeks those conversations have been different. I guess the White House assumed that if an Iranian nuclear deal was reached .... everyone would then toe the American line. Unfortunately .... even I know that the Saudis, Israelis, Gulf states, etc. would never acquiesce to such an arrangement .... especially if the Iran would be permitted to keep their enrichment facilities. But it kind of required Tim to be involved some way or another. Now it looks like he is involved. Officials are required to follow the state rules requiring applicants to show good cause and moral character.</div><div style="border: 0px none; font-family: arial, sans-serif; font-size: 16px; line-height: 27px; margin-bottom: 24px; outline: 0px; padding: 0px; vertical-align: baseline;">The San Francisco-based appeals court said those requirements were too strict and ran afoul of a 5-4 landmark U.S. Supreme Court ruling in 2008 that struck down a Washington, D.C., handgun ban and said law-abiding citizens are allowed to have handguns in their home for self-defense.</div><div style="border: 0px none; font-family: arial, sans-serif; font-size: 16px; line-height: 27px; margin-bottom: 24px; outline: 0px; padding: 0px; vertical-align: baseline;">The appeals court on Thursday reinstated a lawsuit filed in 2009 by Edward Peruta, who challenged San Diego County's denial of a concealed weapons permit.</div><div style="border: 0px none; font-family: arial, sans-serif; font-size: 16px; line-height: 27px; margin-bottom: 24px; outline: 0px; padding: 0px; vertical-align: baseline;">The ruling on Thursday also disagreed with three other federal appeals courts that have upheld permit rules similar to the one in California.</div><div style="border: 0px none; font-family: arial, sans-serif; font-size: 16px; line-height: 27px; margin-bottom: 24px; outline: 0px; padding: 0px; vertical-align: baseline;">The U.S. Supreme Court often takes cases when federal appeals courts issue conflicting rulings.</div>
