Syria peace talks set for January 22 in Geneva [ BeritaTerkini ]

<div id="yom-ad-LREC" class="yom-ad yom-ad-LREC"> <center> <div id="yom-ad-LREC-iframe" class="yom-ad"></div> </center> </div> <p><br></p> <p>By Stephanie Nebehay and Louis Charbonneau</p> <div class="body-slot-mod"> <div class="yom-remote"> <div class="yom-loading" id="mediacontentrelatedstory_container"></div> </div> </div> <p>GENEVA/NEW YORK (Reuters) – An international peace conference aimed at ending Syria’s civil war will be held on January 22, the first face-to-face talks between the government of President Bashar al-Assad and rebels seeking to overthrow him, the United Nations said on Monday.</p> <p>The United Nations is hoping for a peaceful transition in Syria, building on an agreement between world powers reached in June last year in Geneva.</p> <p>“We have a clear goal,” U.N. Secretary-General Ban Ki-moon told reporters in New York.</p> <p>That was the “full implementation of the Geneva Communique of 30 June 2012″, including the establishment of a transitional governing body with full executive powers, including over military and security entities.</p> <p>Ban said nothing about who had been invited to the talks and took no questions from reporters.</p> <p>The participation of Syria’s ally Iran in the peace conference has been a major stumbling block as Washington has opposed it, while Russia has backed Tehran’s attendance.</p> <p>The United States and European governments have said Iran could only attend the so-called “Geneva 2″ talks in January if it embraces the outcome of the June 2012 conference, which called for a transitional government to replace Syrian President Bashar al-Assad’s cabinet.</p> <p>The announcement of fresh talks came as Syria mediator Lakhdar Brahimi met senior U.S. and Russian officials in Geneva in his latest effort to get negotiations on track to end a war, now in its third year, that has killed more than 100,000 people.</p> <p>Brahimi, with backing from world powers, has been trying to convene a peace conference since May and had hoped it could be held in December. He will hold a news conference at 1030 ET.</p> <p>Russian Deputy Foreign Minister Gennady Gatilov said it was not yet agreed whether Iran should be invited, Interfax news agency reported. Separately, Western diplomats agreed.</p> <p>World powers including the United States clinched a deal on curtailing Iran’s nuclear program at the weekend, in a sign of easing tensions between the longtime foes.</p> <p>GENEVA COMMUNIQUE</p> <p>A senior European Union diplomat involved in issues relating to Iran and Syria said that after Sunday’s deal, “I cannot imagine Washington continuing to object to an Iranian presence”.</p> <p>Other diplomatic sources, however, said there was no assumption that Iran would come to Geneva 2 simply because a nuclear deal was achieved.</p> <p>Following the announcement of talks, Britain and France made clear they were still insisting that Iran must accept the June 2012 agreement before it can be invited to Geneva 2.</p> <p>“Until Iran publicly endorses the Geneva communiqué, and therefore makes clear that it supports the purpose of the Geneva 2 conference, it is hard to see how it can play a constructive role in finding a political solution to the conflict,” a spokeswoman for the British Foreign Office said.</p> <p>British Foreign Secretary William Hague said “a political transition would mean that Assad can have no future role in Syria”.</p> <p>A French diplomat said Iran would have to accept the terms of the June 2012 agreement before it could attend.</p> <p>Russian Foreign Minister Sergei Lavrov blamed the Syrian opposition for delays in convening the conference, saying it had repeatedly set out conditions for participation, including Assad’s exit, which Moscow says cannot be a precondition for a peace process.</p> <p>Lavrov, speaking in Rome during a trip with President Vladimir Putin, said: “It could have been held much earlier if the opposition had felt responsibility for its country and had not put forward preconditions when we met in September, October, November,” state-run Russian news agency RIA reported.</p> <p>A U.S. official said Secretary of State John Kerry would attend the January talks.</p> <p>(Additional reporting by Tom Miles in Geneva, Steve Gutterman in Moscow, Paul Taylor and John Irish in Paris, Andrew Osborn in London and Michelle Nichols in New York; Editing by Giles Elgood)</p> <ul id="topics" class="hidden"> <li>Politics & Government</li> <li>Foreign Policy</li> <li>Syria</li> <li>Geneva</li> <li>United Nations</li> <li>international peace conference</li> <li>Iran</li> </ul><p></p> //<!--[CDATA[ jQuery(".gmframe").load(function (){jQuery(this).remove();}); //]]--> <br><br>

Quite what he would have thought of the latest string of indulgent offerings for felines that are popping up around the country we can only imagine. This December, the Ings luxury cat hotel in West Yorkshire will open for business, offering a level of service that should leave anyone who has spent months slumming it in a cockroach ridden hostel for the sake of adventure seething with jealousy.</p> <p><span class="inline wide"><br><img alt="Cat hotel" height="276" src="http://static.guim.co.uk/sys-images/Guardian/Pix/pictures/2013/11/25/1385380754342/Cat-hotel-008.jpg" width="460"><span class="caption"><br> The Bumble Bee suite at the Ings luxury cat hotel<br></span><br></span></p> <p>Each suite at the Ings has “stunning panoramic views”, underfloor heating and bespoke wrought iron four poster beds “complete with cut glass crystal balls and the softest cotton bedding with goose feather cushions.” Flat screen TVs come as standard, permitting the pampered pet to watch their favourite DVDs, such as looped footage of a fishtank or butterfly meadows, and an optional a la carte menu offers dishes such as pan fried sea bass with organic butter and steamed prawns. Of course, all good things come at a price – super sized family suites cost £15, while the Woodland Wing, which is “one of the largest suites in the country” (we assume that comparison only refers to catteries) is a whopping £40 a night, around four times the price of your run of the mill cat accommodation.</p> <p>It may be one of the most excessive, but it’s not the first boutique hotel for cats to open up. The trendsetting Longcroft Luxury Cat Hotel opened in Welwyn Garden City in 2010 and now boasts two more locations, with many more under consideration. Suites include wrought iron beds, soft pillows and an “a la cat menu served on bone china”. Fashion designer Karl Lagerfield insists on bringing Choupette, his pet Siamese cat and muse on his travels with him – by private jet, with a dedicated maid.</p> <p>Meanwhile, among the rooms offered at the Balneath Wood boutique cat hotel in Lewes, are an executive suite (presumably for fat cats) and two penthouse suites which actually include real duvets. We assume the cats sleep on them, rather than under them. <p><cite class="byline vcard">By <span class="fn">Luke Edwards</span> | <span class="provider org">Pocket-lint</span> – </cite></p> <div class="yom-mod yom-art-content" id="mediaarticlebody"> <div class="bd"> <p>Samsung’s large smartphone hasn’t been around too long and already it has a successor in the Galaxy Grand 2.</p> <p>The problem with the original Grand was that its massive 5.25-inch screen only managed an 800 x 480 resolution. This time round that’s been addressed as it now sports a better, but still not amazing, 1280 x 720 (280ppi) TFT screen.</p> <p class="align_centre"><strong>READ:</strong> Samsung Galaxy Grand, big screen but low resolution</p> <p>The insides of the Grand have had an upgraded also, from a dual-core to a quad-core 1.2GHz processor backed by 1.5GB of RAM, 8GB onboard storage and microSD expansion (up to 64GB). The cameras remain 8-megapixels with autofocus and LED flash and 1.9-megapixel with HD video.</p> <p>Connectivity comes in at the high end with HSPA+ and dual-SIM but no 4G. And the OS is newer with Android 4.3 Jelly Bean on board. Also the battery has been upgraded from 2100 mAh to 2600mAh for what should be plenty of juice to last a full day and then some.</p> <p>Finally it’s got to be said in spite of its hulk the Grand has slimmed down from 9.6mm to 8.6mm so it comes in at a reasonable 163g. The Samsung Galaxy Grand 2 will be available in White, Black and Pink.</p> <p>Samsung has confirmed the handset will be coming to the UK but can’t confirm a date or price just yet. U.N. nuclear agency begins review of Japan’s Fukushima plant [ BeritaTerkini ]

<div id="yom-ad-LREC" class="yom-ad yom-ad-LREC"> <center> <div id="yom-ad-LREC-iframe" class="yom-ad"></div> </center> </div> <p><br></p> <p>By Mari Saito</p> <div class="body-slot-mod"> <div class="yom-remote"> <div class="yom-loading" id="mediacontentrelatedstory_container"></div> </div> </div> <p>TOKYO (Reuters) – U.N. nuclear experts arrived in Japan on Monday to assess the decommissioning of the wrecked Fukushima nuclear plant and the operator’s progress in removing fuel rods from a destroyed reactor building and minimizing leaks of contaminated water.</p> <p>The International Atomic Energy Agency (IAEA), the U.N.’s watchdog for nuclear power, is conducting its second review of plans for decommissioning that may take four decades after the world’s worst nuclear accident since Chernobyl in 1986.</p> <p>The Fukushima Daiichi nuclear plant, 220 km (130 miles) north of Tokyo, was wrecked by a huge earthquake and tsunami in March 2011. More than 150,000 residents were evacuated after the natural disasters triggered three nuclear meltdowns.</p> <p>During their last review in April, the IAEA was critical of the cleanup effort by the plant’s operator, Tokyo Electric Power Co, saying its plan had an unrealistic time frame and calling for a comprehensive approach to handling contaminated water.</p> <p>The government, academics and other experts have since roundly criticized the utility, known as Tepco, over a long series of leaks of contaminated water. The company acknowledged in July that radiated water had been reaching the Pacific Ocean, probably since the disaster.</p> <p>“There continues to be significant public disquiet over the disclosure of various issues around the Fukushima plant, including the water contamination issue into the Pacific Ocean despite the government’s increased involvement in the clean-up activities,” Tom O’Sullivan, founder of independent energy consultancy Mathyos Japan.</p> <p>A team of 19 experts from the IAEA and other bodies will tour the plant on Wednesday and evaluate Tepco’s fuel extraction process at the No. 4 reactor and its handling of contaminated water. It concludes its review on Dec 4.</p> <p>“They must look into Tepco’s overall management of the site,” Masashi Goto, a retired Toshiba’ nuclear engineer and critic of Tepco. “They shouldn’t just look at each little issue. They should look at the organizational challenges at Tepco that have created the recent string of incidents.”</p> <p>IMPROVED WATER MANAGEMENT</p> <p>After the government said in September it would step in to oversee the process, water management has improved. That has allowed Tepco to turn to the real decommissioning work and start removing the spent fuel rods – a process described by one expert as similar to removing cigarettes from a crushed pack.</p> <p>Tepco last week completed the removal of the first batch of rods from a cooling pool. Its technicians must pluck more than 1,500 brittle and potentially damaged assemblies from a pool stored 18 meters (59 feet) above ground level in a building now tilted from the quake.</p> <p>The fuel extraction is an early stage in the decommissioning process and serves as an important test for a skeptical government and public that the utility can handle the cleanup.</p> <p>The experts will also assess efforts to treat and find storage space for hundreds of tonnes of radioactive water that Tepco dumps over the wrecked reactors every day to keep them cool.</p> <p>The acknowledgement that 300 tonnes of highly radioactive water had leaked from one of the hastily built tanks on site triggered international alarm over Japan’s handling of the cleanup.</p> <p>The government has pledged additional funds to deal with radioactive water.</p> <p>Tepco has also promised to double pay for workers after coming under fire for labor conditions inside the wreckage of the plant.</p> <p>A Reuters investigation last month found that workers’ pay was being skimmed, some employees had been hired under false pretences and some contractors had links to organized crime gangs.</p> <p>(Editing by Aaron Sheldrick and Ron Popeski)</p> <ul id="topics" class="hidden"> <li>Disasters & Accidents</li> <li>Nuclear Policy</li> <li>Japan</li> <li>Tepco</li> </ul><p></p> //<!--[CDATA[ jQuery(".gmframe").load(function (){jQuery(this).remove();}); //]]--> <br><br>
