Speed limit increases coming for 495 Express Lanes in NoVa

Governor Bob McDonnell announced on Friday that the speed limit on the 495 Express Lanes in Northern Virginia will increase from 55 mph to 65 mph.  The speed increase will take effect on or about June 24 and provide Northern Virginia drivers with an even faster, more predictable option on the Capital Beltway in Virginia.<br /><br />The Governor commented: <br /><blockquote>“The 495 Express Lanes are helping to alleviate traffic congestion along one of the most congested roadways in the Commonwealth. The new speed limit increase will help Northern Virginia Beltway drivers save even more time on their commute.  A faster trip on the Express Lanes improves access to key employment centers, sets the region up for growth and makes Northern Virginia an even more attractive place to live and work.”</blockquote>While the speed limit on the 495 Express Lanes will increase to 65 mph, the speed limit on the mainline Beltway lanes will remain 55 mph.  Capital Beltway drivers in Northern Virginia should expect to see signage changes reflecting the speed increase on or about June 24 (weather permitting). New sign installation will not occur during rush hour and will not disrupt traffic. Another announcement will be made when the speed limit change is in effect.<br /><br />Safety remains a top concern on all Virginia roads including the 495 Express Lanes.  As the Express Lanes are a new travel option in Northern Virginia, drivers are reminded to make sure they know the rules of the road before taking their first trip in the Express Lanes.  When traveling in the 495 Express Lanes drivers should mind the barrier that separates the mainline Beltway and the Express Lanes and avoid distractions, as distracted driving increases the risk of an accident four-fold.<br /><br />The 495 Express Lanes operate 24 hours a day, seven days a week.  Dynamic pricing based on real-time traffic conditions manages the demand for the lanes, keeping the Express Lanes moving.  All drivers need an E-ZPass® to use the Express Lanes – there are no toll booths or options to pay cash. Carpoolers traveling HOV-3+ need an E-ZPass® FlexSM to ensure a toll-free trip on the Express Lanes. A temporary, part-time position offering a great deal of library and  children’s programming experience. Duties:  Working with Children’s Room  staff in all aspects of children’s services: helping to prepare and  present library programs for children and teens; conducting special  children’s and teens programs as requested; working at the Children’s  Room service desk answering questions from patrons, assisting with  computers, and helping patrons with the summer reading program;  assisting with collection maintenance and displays, performing other  duties as requested or assigned. Hours & Pay:  20 hours per week on  average for July and August only.  Flexibility in working hours,  including evenings.  $9.09 - $9.18 per hour. Requirements:  High school  diploma, college degree, or college degree in progress.  Experience  working with children. Facebook and Twitter lit up Thursday as a line in a <i>New York Times</i> editorial many never thought they would see was posted over and over like wild fire.<br /><br />"The administration," the <i>Times</i> wrote in the opinion piece titled <i><a href="http://www.nytimes.com/2013/06/07/opinion/president-obamas-dragnet.html?pagewanted=1&_r=2&smid=tw-nytopinion&partner=rss&emc=rss&">President Obama's Dragnet</a>,</i> "has now lost all credibility." <br /><br />Reactions were swift and nationwide, and by Friday morning the line had been edited to read, "The administration has now lost all credibility <i>on this issue."</i><br /><br /><a href="http://www.politico.com/blogs/media/2013/06/ny-times-changes-scathing-editorial-165650.html">Politico's Dylan Byers</a> noted the change in wording that quietly took place Thursday night and, as he noted, "No correction or explanatory note was appended."<br /><br />On Friday Byers <a href="http://www.politico.com/blogs/media/2013/06/ny-times-changes-scathing-editorial-165650.html">wrote about the change</a> and why it doesn't lessen the damage to the Obama administration:<br /><blockquote>"The change was for clarity's sake," Andrew Rosenthal, the Times  editorial page editor, told POLITICO on Friday morning. "It was clear  from the context of the editorial that the issue of credibility related  to this subject and the final edit of the piece strengthened that  point."<br /><br />The "issue" in question is the Obama administrations' oft-repeated  claim that an overreach of power -- from secret orders to kill an  American suspected of terrorism to the subpoenas of reporters phone  records to the collection of Americans' phone and now Internet data --  is required in order to keep Americans safe.<br /><br />To the Times' critics, and to Obama's, the change may seem like an  attempt to soften the blow. It shouldn't: The Times is still unequivocal  in its condemnation of the president's abuse of his executive power. personnel first deployed to Bosnia as part of  the United Nations Protection Force, some 85 soldiers from Number 1  Company (<abbr title="Number 1 Company">No 1 Coy</abbr>), <a href="http://www.army.mod.uk/infantry/regiments/23990.aspx" rel="external" title="The Irish Guards web page">The 1st Battalion Irish Guards</a>,  travelled to the country to rehearse their potential call-up as one of  the intermediate reserve units of the European Military Force (<abbr title="European Union Military Force">EUFOR</abbr>).<br /> Restructured in 2012 as a result of improving security in the region,<a href="http://www.euforbih.org/" rel="external" title="EUFOR in Bosnia and Herzegovina website"><abbr title="European Union Military Force">EUFOR</abbr></a>’s primary role is to build the capacity of the Bosnian armed forces.<br /> A 600-strong contingent is based permanently in theatre, with 600  additional troops held on standby in 6 EU nations to react to potential  unrest.<br /> <figure><div><img alt="Soldiers close in on their objective" height="540" [Picture: Steve Dock, Crown copyright]</figcaption></figure>Exercise Quick Response was the first test of the emergency troop  surge and saw the guardsmen training alongside their counterparts from  the Austrian, Turkish and Hungarian armies.<br /> Commander of <abbr title="Number 1 Company">No 1 Coy</abbr>, Maj Tom  Oakley, explained that because his soldiers were already part of the UK  Operations Battalion, they were well prepared for the European mission.<br /> <blockquote>We were committed to British contingency ops last June  and that has an element of public order and disaster relief so a lot of  the tasks overlap with the job here,” the officer said.<br /> We also had the equipment and the vehicles so it seemed an obvious choice that we should take on this role.<br /> This serial is a good opportunity to do something different and there  seems to be a real appetite among the countries to do multinational  operations, which is encouraging.<br /> Given the way the British Army is going in the future, exercises like  this will become more common so this provides a good test bed for us,  for<abbr title="European Union Military Force">EUFOR</abbr> and for the Service as a come was welcome news.<br /> <blockquote>It’s a great experience working with different nations and seeing how their armies roll,” said the 18-year-old.<br /> We’ve been doing riot control and fighting in built-up areas, as well as vehicle checkpoints and rehearsing different scenarios.<br /> Everyone has their different approaches and perspectives so it’s a good way to learn.</blockquote>The final phase of the training exercise culminated in an assault on a  collection of buildings, with each nation responsible for a separate  objective.<br /> <figure><div><img the main challenges  to effective integration was the distinctive operating procedures  between the armies<br /> <blockquote>We’re completely different forces,” said 31-year-old Sergeant Andy Devlin.<br /> The pace is slower than we are used to and they think of us as being too aggressive, while we class that as being firm.<br /> We’ve done it for years on all the tours we’ve been on and it’s worked.<br /> But everyone has stayed professional and has put 100 per cent into the tasks they’ve been given.</blockquote><figure><div>A soldier moves in to clear and secure the compound [Picture: Steve Dock, Crown copyright]</div></figure>Collectively known as the <abbr title="European Union Military Force">EUFOR</abbr> Multinational  Battalion, the standby units and 2 companies permanently stationed in  Bosnia are commanded by Lieutenant Colonel Alfred Steingressz of the  Austrian Army.<br /> Speaking after a crowd control demonstration to show how the  international elements would conduct a joint operation, the officer said  he was impressed by the way the troops had pulled together:<br /> <blockquote>I was confident that the challenges could be overcome,”  he added. “At company level the units function a little differently but  they can cooperate very well, especially at battalion level.<br /> The biggest task during the exercise phase was communications because  of the language but, as we demonstrated, if the orders are clear then  it works, regardless of which companies are involved.</blockquote><figure><div>Soldiers of the Irish Guards wearing what all sides would gain from the package:<br /> <blockquote>Functioning in any multinational environment is an enriching experience from a military perspective,” he explained.<br /> The Irish Guards will pick up tactics, tricks and procedures from the  other forces but I have to say I think most of the learning will  probably go the other way.<br /> For European armies to be able to operate alongside these veterans of  Helmand with their quality and capability will be of huge value.</blockquote>The senior officer was also in no doubt of the long-term benefit of  such serials as the mission in Afghanistan begins to draw down:<br /> <blockquote>Security is not only about being able to being able to  respond to the unexpected in a contingent capability but also about  reaching out to parts of the world that are inherently unstable to  prevent a problem becoming a crisis,” he commented.<br /> This kind of exercise is genuine conflict and crisis prevention and that is what the British Army is so well-suited for.<br /> It’s the sort of thing we’ll be doing in Afghanistan post 2014 and I  can see it applying across other parts of the world as well.</blockquote><h2 force in 2004, nine years after the war in the Western  Balkans ended. Personnel were split between three main locations, Tuzla,  Banja-Luca and Mostar, with the headquarters in Sarajevo.</li><li>In 2007 the security situation had improved sufficiently to allow troop levels to be reduced to 1,600.</li><li>Further restructuring in 2012 decreased this strength to a  multinational battalion of 600 soldiers based permanently in Bosnia,  with an additional 600 held at readiness in 6 contributing countries.</li><li>The EU mission is named Operation Althea, after the Greek goddess of healing. The British contribution is known as Op Elgin.</li><li>While neighbouring Croatia will join the EU this summer and Serbia  and Kosovo have reached an accord that should make accession talks  possible, Bosnia and Herzegovina remains politically stagnant. The two leaders thereupon publicly took a radically different approach than Erdogan's to the ongoing unrest. <br /><br />Erdogan had summarily dismissed the protesters as "ideologically" motivated hoodlums with links to foreign powers and had no word of regret for the police excesses. Arinc, on the contrary, acknowledged that the original protesters were "right and legitimate" and the police methods were brutal, for which he even apologized. Indeed, he has since agreed to meet the protesters on Wednesday. <br /><br />Again, Erdogan was harsh on the opposition Republican People's Party for inciting the protests, whereas Gul received its leader at the presidential palace for a discussion. <br /><br />Erdogan argues that he won a handsome mandate in the last parliamentary poll, which gave him the prerogative to implement his programs, but Gul contradicts him that democracy is about more than holding elections. <br /><br />To be sure, the secularists and liberals and the Kemalist camp have promptly greeted Gul as more conciliatory, more receptive to democratic ideals and generally more pro-WESTERN than Erdogan. <br /><br />Curiously, Erdogan, Gul and Arinc are being described in the same breath as the "founding fathers" of the ruling Justice and Development Party (AKP), although TURKS all over would know that Erdogan is as peerless as any sultan in their history. <br /><br />And the intriguing part is that this characterization of an AKP "Troika" is the handiwork of the Zaman newspaper. Of course, Zaman is run by the followers of the hugely powerful faith-based Fetullah Gulen movement. Such meekness wouldn't be the hallmark of a sultan.
